Description
Responsible for managing projects, utilizing project management principles and processes to ensure projects are delivered on-time and within budget. In particular, employee serves a key role in a project management team engaged in assisting the Financial Management Service (FMS) to modernize its existing payments applications that generate payments for federal program agencies, as well as providing Project Management (PM) and Business Analysis (BA) support on behalf of the Information Technology (IT) Division.
Employee uses accomplished analytical, business analysis, and project management skills to independently complete work of the highest complexity and priority. Responsibilities will include the design, development, and administration of high-level, unstructured, ad-hoc projects and assignments that support department and division objectives. Employee will interact with users, technical staff, and business owner Subject Matter Experts (SMEs) to formulate and define system scope and objectives through applying appropriate requirements techniques and best practices. Employee will apply technical understanding of requirements elicitation and the application development lifecycle to analyze business and user needs and document requirements. Employee demonstrates excellent leadership, communication, and interpersonal skills in support of the associated high profile responsibilities and complex assignments, and consistently assumes a lead or mentor role, both formally and informally.
Key Activities
- Manages multiple projects ensuring adherence to department, Technology Project Standards (TPS), and project management principles and processes.
- Designs, develops, and administers project plans in support of department and division objectives; identifies decision-making issues and key stakeholders; develops strategies to generate awareness and support of the issues; and coordinates work of others assigned to projects.
- Leads and participates with SME groups responsible for select project deliverables. Reviews, analyzes, and evaluates user needs and business systems requirements using a variety of requirements elicitation techniques and best practices. Translates business objectives into technical specifications, Use Cases, and other requirements documentation. Makes recommendations to management and works with project groups and individuals to determine and communicate requirements activities.
- Ensures cross-project dependencies are identified to establish priorities in project completion.
- Ensures early detection of risks and appropriate risk response strategy.
- Guides issues to closure and escalates obstacles as needed.
- Effectively communicates complex technical concepts to both non-technical users and technical staff.
- Prepares and presents highly complex written material and verbal presentations to peers and management, including senior management.
- Independently identifies and clarifies issues and makes the complex simple; routinely assists other analysts/project managers.
Qualifications
- Bachelor’s degree from an accredited college or university, or equivalent work experience.
- Project Management Professional (PMP) and/or Certified Business Analysis Professional (CBAP) certification is required.
- Strong leadership skills, highly adept verbal and written communication skills, accomplished analytical skills, a strong customer service orientation, and excellent interpersonal skills.
- Ability to work effectively in a team environment with a wide variety of stakeholders.
- Expert level problem solving skills.
- Ability to successfully work in a highly matrixed organization structure.
- Proficient computer skills in programs including, but not limited to, Word, Excel, MS Project, the Internet and e-mail programs.
- High level of personal initiative and ability to work independently.
- Excellent time management and organizational skills.
- 3-6 years experience related to projects involving automated systems.
- Experience supporting and/or managing projects of moderate to large scale; experience using automated project management tools is required.
- Proven track record in eliciting requirements and preparing technical requirements documentation.
- Proven experience conducting analysis and design sessions.
- Understanding of the application development lifecycle.
- 3 years of technical writing and business analysis experience.
- Minimal travel will be required.
