Job Summary:

Our client, a well-established and reputable Company related to the Energy Development Business, is looking for a Project Manager. The candidate must be a strong communicator with the ability to professionally represent in their day to day interactions with contractors, suppliers, stakeholders, lenders, local officials, provincial and federal regulatory agencies and fellow team members.


Job Purpose:

The Project Manager will have a strong background in large scale combined cycle, wind and solar power plant operations, maintenance and/or project administration.  In addition, the Project Manager is responsible for administering and overseeing the day to day activities of projects, which have reached the late stage of development or construction.  Reporting to the General Manager of Construction, the Project Manager will ensure the successful contracting, construction and settlement of projects by coordinating the efforts of team members, third-party contractors and/or consultants.  This person will also be responsible for defining project objectives for safety, scheduling, budget, environmental compliance and quality.


Responsibilities:

·         Manage project activities through daily interaction with employees, contractors and other stakeholders as they relate to safety, the environment, quality, scheduling and cost.

·         Ensure the health and safety of all employees, contractors, and visitors in compliance with health and safety regulations and contractor's safety program.

·         Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.

·         Co-ordinate the formation and negotiation of construction contracts prior to financial close.

·         Drive closure of permitting prior to financial close.

·         Lead the project team through the technical review process of all drawings, specifications and OEM documentation after construction contract signing. Ensure best practices are incorporated in the documents and, later, carried out in the field.

·         Co-ordinate vendor inspections by staff and the Company’s insurance representatives.

·         Ensure proper quality surveillance of Contractor activities and are completed by inspection, record review, monitoring, and testing for compliance with contractual specifications and procedures as well as applicable codes and standards.

·         Ensure that contractor engineering and quality documentation are accurately assembled and ready for the Company’s training and turnover - e.g. System Descriptions and Operating Instructions, OM Manuals, QA documentation, Start Up and Performance Test Procedures.

·         Set and continually manage project expectations with team members and other stakeholders (including First Nations representatives).

·         Delegate tasks and responsibilities to appropriate personnel.

·         Identify and resolve issues and conflicts within the project team.

·         Identify and manage the construction budget, project deliverables and critical path activities.

·         Develop and deliver progress reports, proposals, and presentations.

·         Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

·         Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.

·         Conduct and facilitate site meetings including, but not limited to, weekly staff meetings, weekly contractor meetings, and monthly progress review meetings. Maintain effective communication with management and the project team to ensure timely, concise reporting of safety, schedule, environmental, critical issues, quality control and cost.

·         Review contractors' monthly reports and schedule updates.

·         Develop, implement and maintain proper document control procedures to ensure complete documentation of project activities.

·         Lead the integration of operational staff including assisting in hiring, development and execution of a training plan, and co-ordination of initial startup activities.

·         Complete punch listing and project close out activities after commercial operations as required by the Company.

·         Develop, implement and enforce policies and procedures.

·         Execute other assignments and responsibilities as required.

Qualifications:

·         5 - 25 years’ of proven power industry experience in a project management capacity, including all aspects of process development and execution.  An undergraduate degree in Engineering or Project Management is preferred.

·         Proven abilities in combined cycle operations and maintenance management.  Must have the ability to identify issues which may or will cause the Company difficulty during operations and be able to resolve these issues during the normal course of the project.

·         Extensive experience in large-scale power generation projects.  Strong technical, project planning and administration skills. Experience in construction of gas-fired combined cycle or cogeneration projects is strongly preferred.

·         Functional understanding of Canadian Codes and Standards for concrete, structural steel, piping and pressure vessels (including the boilers), and electrical equipment.

·         Familiarity with the installation and operation of large rotating equipment including F class combustion turbines, condensing and non-condensing steam turbines, and all configurations of pumps.

·         Experience in the erection, commissioning and operation of high pressure boilers and pressure equipment.

·         Strong contractual acumen, combined with solid negotiating skills and innovation in reaching compromises.  Decisions must be made with sound technical and risk judgment in consideration of cost and/or schedule impact, while remaining flexible to encourage creativity and/or input from others.

·         Superior administration skills to manage the flow of incoming and outgoing technical and commercial documentation needed to complete transfer of care custody and control of the plant to the Company.

·         Ability to react to project adjustments and alterations promptly and efficiently.

·         Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.

·         Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.

·         Ability to defuse tension among project team, should it arise.

·         Advanced computer skills including proficiency in Microsoft Office suite (Word, Outlook, Excel and PowerPoint), estimating, and scheduling software (Microsoft Project). Ability to generate clear, concise, professional, and accurate weekly and monthly reports.

·         Physical endurance to withstand exposure to noise, dust, heat and cold. Ability to work in awkward positions, including kneeling, bending, twisting, pushing, pulling, lifting (up to 50 pounds) and climbing.

·         Ability to work overtime, weekends and holidays as dictated by project schedules and ability to travel is required.

The position requires the Project Manager to travel as necessary to support the project and as such, is required to have a valid passport and be unrestricted for travel throughout the world as dependent by the projected.
