Project Manager, Resource Management

The primary responsibility of the resource manager is to manage resourcing for all potential and approved Laboratory system projects. This position requires that the individual be the liaison between Laboratory directors, regional project/program managers, vendors, Infrastructure and Application Production support teams as it relates to resourcing across all laboratory systems project work. The Resource Manager also works directly with Laboratory Directors and Program Managers in identifying resource gaps, over allocations, and cross regional opportunities for resource re-assignment on aggregate understanding of project requirements. The Resource Manager must also ensure that project resourcing is managed in order to assure timely delivery and must communicate to appropriate project managers resourcing issues that may impact scheduled deadlines. This position can be located at anyone of Kaiser Permanente's IT facilities. Essential Functions: - Act as point of contact for resource booking confirmation, conflict resolution, and development of solutions in support of business goals - Manage and resolves resource booking conflicts - Run weekly resource meeting and facilitate resourcing issues / conflict resolution with Production Team and appropriate department heads. - Manage resourcing forecast spreadsheets for all departments based on input from weekly meetings and the Production Team. - Work with Production Team members and Regional Program Managers to identify appropriate resource requirements for each account and project. - Maintain constant knowledge of current and upcoming projects and business development activities as they relate to resourcing. - Monitor day to day project activities and resourcing, identifying potential instances of underutilization and actively work with department leads to address and solve those issues - Arrange weekly meetings with Laboratory Management Teams, to discuss all active programs and potential new business as well as to stay informed of potential issues such as resource and change control matters - Receive, analyze and report on weekly utilization reports to department leads - Alert Director of Production and Senior Management team of any potential concerns or issues with meeting key client deliverables due to resourcing. - Identifies need for Cerner Architect Build Expertise talent and works with Lab Directors to staff accordingly - Work with departments to resource and assist in the identification and management of vendors and facilitate initial discussions necessary to meet specific project requirements. - Identify potential resourcing or process issues and present to Director with resolutions to such issues where applicable - Recommend process improvements for Resource Management - Responsible for managing overall utilization - Work to resolve any issues regarding under or over allocations of current staff members Qualifications: Basic Qualifications: - Bachelor's degree in a related field and/or a minimum of 4 years of equivalent work experience. - A minimum of 8 years of Project Management experience. - Project Management Professional (PMP) from the Project Management Institute. - Demonstrates understanding of, and knowledge in, IT methods and project management, and applies this in all stages of project. - Advanced knowledge (broad expertise or unique knowledge) of policies, practices and systems. - Sustains strong ongoing relationships with client middle and senior management during projects. - Leverages project management experience and knowledge by acting as tutor on relevant training or by providing on-project PM learning to team members. - Having broad expertise or unique project management knowledge, uses skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways. - Ability to influence others and build strong partnership with others. - Team and Service oriented. - Demonstrate strategic thinking. - Ability to resolve conflict with minimal guidance. - Proficiency in MS Office applications including Microsoft excel - Assertive conflict-resolution and problem-solving skills - Clear and concise communication in both written and verbal form - Ability to be diplomatic or firm when necessary in order to drive business forward or obtain results - Highly detail oriented and able to work autonomously - Ability to manage multiple tasks and tight deadlines with confidence and ease - Ability to prioritize and organize workload across multiple groups Preferred Qualifications: - Healthcare industry knowledge - Information technology experience - Should have managed project budgets of up to $15 million - Identifies individuals who can competently practice as a project manager leading and directing project tasks. - Experience in Resource Management highly preferred. - MS Project server experience a plus
