The DESIGN GROUP ENERGY DIVISION is currently seeking a Project Procurement Managerfor our established EPCM client. This is a Calgary based role.

SUMMARY:

 

The Project Procurement Manager (PPM) is accountable for the planning, execution, controlling, and closing out, of all procurement activities on the assigned project. Project procurement functional areas of accountability typically include:

· Project procurement management.

· Purchasing

· Expediting

· Transportation and Logistics

· Material Management

· Supplier Quality Surveillance

· Procurement Automation

 

In addition, for EPC / EPCM projects, the Project Procurement Manager coordinates procurement activities with the Field Procurement Manager, and may be assigned the accountability for the Sub-contracts function.

 

Responsible

 

Specific responsibilities within each procurement discipline will be dependent on the size and phase of the assigned project.

 

TYPICAL DUTIES:

 

1. Manages project Procurement functional personnel in the planning and execution of assigned project. Participates with functional management in recruiting, training, and developing assigned staff.

2. Participates with the project team in defining and developing the Procurement work scope. Leads the preparation and coordination of: Procurement plans, procedures, schedules, estimates, forecasts and budgets.

3. Develops project procurement strategies with input from client, engineering, construction, and project management.

4. Develops required procurement plans detailing execution methodologies based on: procurement scope and strategies, client specific requirements, and standard procurement functional deliverables and procedures.

5. Prepares or directs preparation of the project Procurement procedures in conjunction with functional management. Monitors the implementation and effectiveness of the project procedures, and revises procedures as necessary.

6. Secures necessary client, project, and functional approval for all plans and project specific procedures.

7. Manages execution, control, and closing of project within the planned schedule and budget, at the planned level of quality. On small to medium sized projects, and during front-end of all projects; responsible for or participates in completion of project deliverables.

8. Ensures specific deliverables, as required by functional management and client requirements, are high quality and completed in a timely manner.

9. Participates and supports, where applicable; functional management, HSEQ department, external auditors, and client, in: KASE reviews, ISO audits, Functional Audits, Safety Management practices, and Client Project reviews.

10. Works collaboratively with functional and project management for the ongoing deployment and improvement of systems, tools and procedures.

11. Monitors and evaluates performance of assigned project Procurement personnel throughout project lifecycle. Provides ongoing feedback to direct reports, and coaches leads in managing team performance. Develops appropriate methods of recognition and consequences for individual and team performance.

12. Contributes recommendations on annual salary plans to responsible functional managers and/or the Manager Procurement.

13. Interfaces and communicate with client procurement representatives on a regular basis, to manage client expectations of the projects procurement execution.

14. Interfaces and communicates with Project Management and project EPC functions on a regular basis to ensure successful collaborative project execution of all disciplines.

15. Proactively communicates (no surprises philosophy) with project and functional management on project procurement progress, opportunities, and issues.

16. Executes all other related duties within typical project procurement scope as assigned by project management and / or functional management.
