Project/Site Manager

Job Description AN1211 AECOM is seeking an individual to fulfill a project/site manager position for the Air National Guard GeoBase program, located on-site at Joint Base Andrews in Maryland. This position will support the client as a technical lead in support of adopting and implementing the ANG GeoBase program at ANG Headquarters and various ANG bases across the United States. The project/site manager, along with the GeoBase Management Team, will ensure organizational effectiveness by providing leadership for the organizations information system functions, standards, processes, and procedures. Responsibilities for this position will include, but are not limited to: - Ensure GeoBase architecture compliance, compile ANG requirements and ensures the GeoBase inventory is adequately maintained. - Provide an assessment of new technologies, analysis of potential impacts of technological change, and ensuring that program investments will not become prematurely obsolete shall be the responsibility of the program manager. - Provide assistance in program development budget for both short and long term sustainment. - Maintain effective working relationship with the Air Staff, other MAJCOMs, DRUs, FOAs and other ANG organizations, customers and subcontractors, to facilitate the exchange of information. - Coordinate activities of the subordinate managers. - Maintain effective working relationships with NGB, other ANG Directorates, NGB/A7 offices, DOD agencies, other technical staffs, customers, and subcontractors, to facilitate the exchange of information. - Responsible for management of the technical aspects of the ANG GeoBase program and principal technical liaison between the management staff and other ANG organizations. - Direct the delivery of GIS solutions leveraging the region's GeoBase capability to wing/unit customers, installation tenants and higher headquarters organizations as directed by the government program manager. - Act as the lead technologist for the ANG GIO staff and senior consultant to the government program manager on matters affecting the technology component of the GeoBase program. - Assists with development of the various strategic and implementation plans to guide development of the GeoBase service in accordance with NGB, ANG and HAF directives. - Provide technical advice to users, regarding the most effective and efficient automation approaches. - Develop, maintain and evaluate policies and planning programs after initial installation to update data or suggest other approaches. - Provide advice to decision-makers in setting geospatial capability goals and establishing priorities to support missions at all levels and evaluate impacts of new technologies on current system and policies and provide recommendations and/or guidance. - When necessary, act as Task Manager for reachback tasks such as managing scope, schedule, budget, and subcommittee deliverables through the respective sub-committee or individually Required: - BS/BA in computer science, geography, geographic information systems, or related field - At least three (3) years of experience in geospatial technologies implementation and development with two (2) years proven experience managing geospatial technologies projects. - Experience in implementing and managing large geospatial technologies projects or programs Experience with CADD technologies and data migration to GIS - Experience with and technical working knowledge of leading geospatial technologies vendor software and software configurations - Proven verbal and written communications skills - Applied knowledge of relevant industry and government standards such as SDSFIE and FGDC metadata standards - US Citizenship is required as the candidate must be able to obtain a SECRET level security clearance Desired: - Experience managing enterprise-wide geospatial technologies programs a plus. Additional experience is preferred; DoD, Air Force, or Air National Guard GIS or GeoBase experience. - Experience with web technologies, standards, and protocols - Experience with Oracle and Sequel database management. - Experience authoring data management plans, QA/QC plans, geospatial technologies needs analysis, strategic plans, and/or implementation plans - Classroom teaching and or training experience as an instructor
