Proposal Manager – GHS Business Development
Functional Description:
Manages the entire development process of large, complex government healthcare proposals from RFP release to oral presentation:
·        Reads and analyzes the RFP and prepares and manages proposal directive materials, including outline, schedule, proposal style guide, kick-off presentation, etc.
·        Develops compliance matrix to ensure proposal structure complies with the RFP requirements
·        Manages the process of gathering, reviewing, and submitting RFP clarification questions
·        Works with line of business (LOB)/sales/business development to recommend and identify writers for all proposal sections 
·        Initiates and coordinates legal, contracts, and insurance reviews; obtains terms and conditions comments, ensures appropriate sign offs on forms for signature, and obtains review comments/input on respective proposal sections
·        Works with LOB/sales/solution architect to ensure consistency and accuracy of key messages throughout the proposal
·        Schedules and facilitates all meetings, including kickoff, section planning, all color reviews, debrief sessions, and final folder reads
·        Prepares detailed agendas and facilitates pink and red team reviews and final folder reads
·        Creates and maintains Privia workspace
·        Coordinates with and supports graphics and production, including template (shell files) development, cover design theme, etc.
·        Works closely with production staff throughout the proposal process and oversees book checks; ensures on time production and communicates delivery plans (primary and back-up)
·        Ensures LOB/sales/capture team provide appropriate win themes; communicates themes regularly to the writing team
·        Works with capture/sales leads in preparing the transmittal letter
·        Reviews and edits all sections for completeness, readability, and compliance
·        Provides leadership and work guidance to writers, graphics, production, and other proposal support team members
·        Performs other duties as assigned
 
Education and Typical Years Experience
·        Minimum of five years proposal management experience, preferably in a public sector and/or healthcare environment
·        Bachelor’s degree preferably in English, Journalism, Communications, and Marketing; advanced degrees preferred.  Outstanding experience may be substituted for a degree in exceptional circumstances.
 
Special Requirements
·        Must have outstanding written and oral communication skills with demonstrated ability to communicate clearly, concisely, and effectively
·        Must have the ability to manage and direct multi-organizational remote teams
·        Must have the ability to work under tight deadlines with the flexibility to work on several proposals concurrently
·        Must have the ability to interface with senior management
·        Must have the ability to understand business and technical requirements
·        Must be willing to work extended hours when necessary
·        Experience in Privia and SharePoint is preferred
·        Strong leadership, problem solving, and decision-making abilities
·        Excellent time management and organizational skills; project management experience preferred
·        High degree of competency using software products, including MS Office Suite (MS Word, Excel, Access, and PowerPoint) and Adobe Acrobat
