Specific Job Description
Manage Proposals ~ implementing the Proposal Process, to lead, support, and prepare proposals and RFI responses for the CITIC program from pre-RFP/RFI phase through post-submittal discussions and questions from the customer. Each proposal and RFI is a response to CMS IT infrastructure related RFPs and RFIs (including ROMs, Conceptualizations, Technical Opinions, and Cost Benefit Analysis). Responsible for developing, planning, and managing proposal preparation efforts involving engineering and contractual changes, as well as other proposal related activities.
Coordinates and leads, matrix-ed, ad hoc teams and utilizes interpersonal skills with only occasional oversight/direction to derive technical solutions. Coordinates activities and leads fact-finding meetings. Will coordinate extensively with the customer and within Lockheed Martin to develop and execute business/proposal strategies.
On assigned proposals/RFIs, ensures that documentation is responsive to and compliant with requested instructions and develops, plans, and schedules lifecycle of document creation. The individual will: ensure all due dates are met; review proposal inputs; document scope changes; coordinate document reviews; work closely with functional estimators in their development of basis of estimates, bill of materials, and infrastructure design that meet established proposal quality standards. Works with the procurement and pricing organizations for final costing and preparation of presentations for executive reviews and approvals.
As required, the individual will research and analyze historical data and develop cost models to support proposal efforts. Report on progress, metrics, and issues for all proposal/RFI efforts to management team. Provide input and update processes and procedures for team activities. Support the CITIC Intake Process for all new efforts, including new proposals, work orders, and tasks.
The successful candidate will need to be able to quickly gain the requisite process knowledge and experience to perform these tasks.
Desired Skills
- Familiarity with Medicare and Medicaid IT applications and/or infrastructure
- IT Project Management experience
- Detail oriented
- Strong financial analysis/pricing/estimating experience
- Familiarity with Federal Acquisition Regulations (FAR) as they apply to proposal development
- Knowledge of Truth in Negotiations compliance requirements (TINA)
- Lean Six Sigma / LM21 experience
- Demonstrated team leadership skills.
- Familiarity with USG audit agency requirements for proposal certifications.
- Working knowledge of Microsoft Project Server
