Project/Proposal Manager
The Project/Proposal Manager performs all duties required to ensure that a winning proposal package is developed on time and delivered to specification in response to a solicitation notice. The Project/Proposal Manager is directly responsible for managing the proposal development process from the point of Request for Proposal (RFP) release, through delivery of the proposal package, to Final Proposal delivery and contract start-up. The Project/Proposal Manager reports to the Capture-Proposal Center Manager and works with the Capture Managers to define proposal win strategies and themes and to develop the proposal package. Additionally, the Project/Proposal Manager works with a matrixes team of cross-functional ATS members from numerous groups including Business Development, Operations, Contracts, Pricing, Recruiting, Finance and Security in order to facilitate timely and accurate completion and delivery of the proposal package. May be required to work evenings and weekends to meet proposal deadlines.
Major Responsibilities
- Supports Capture Manager in proposal planning to develop win strategy, win themes and proposal response
- Coordinates with Capture-Proposal Center Manager and Capture Manager to identify Proposal Team resources
- Achieves expert familiarity with RFP understanding all requirements to be compliant
- Leads proposal development preparing proposal outline, compliance matrix, and proposal schedule
- Prepares kick off brief and leads kick off meeting
- Conducts training: storyboarding, graphics development, proposal writing, proposal process
- Maintains proposal schedule, conducts stand up meetings
- Manages proposal process and team members (proposal coordinator, writers, graphics artists, desk top publishers, etc.) assigning work and tracking all tasks and assignments
- Ensures that proposal submissions are compliant with the applicable RFP or RFI instructions by reviewing all proposal products from storyboards through final submission.
- Reviews proposal to ensure it is compelling in its organization, flow, themes, graphics and captions
- Oversees proposal production performing final quality checks on all proposal products
Additional Duties:
- Supports capture manager in developing relationships and facilitate proposal activities with teaming partners and subcontractors.
Minimum Requirements
- Bachelor's degree in business administration or related field preferred
- Ten or more years of proposal preparation and analysis experience
- Five or more years of supervisory experience included
- Experience working with federal industry (Department of Defense, Department of Homeland Security)
- Working knowledge of proposal development-related issues regarding contracts, subcontracts, finance, project management, risk management, the Federal Acquisition Regulation (FAR), legal issues related to new business pursuits.
- Organized, must be able to keep track of multiple tasks simultaneously and must be able to prioritize all proposal resources to ensure timely and accurate completion of all proposal activities.
- Excellent written and verbal communication skills
- Good interpersonal and presentation skills for interacting with team members and clients
- Strong analytical and problem solving skills
- Proficient in Microsoft Office software (Word, Excel, and PowerPoint)
- Ability to work in a team environment
- Willingness to travel
Capabilities / qualities strongly preferred
- Knowledge or experience with business solutions software such as SharePoint
