JOB SUMMARY:
Leads collaborative, integrated proposal teams to plan, develop, produce, and deliver all proposal deliverables required by a solicitation. Provides hands-on management of the entire proposal development process, including identification of team member roles and responsibilities in proposal, development of outlines and delegation of writing assignments, overseeing costing/pricing components, monitoring time lines, and conducting pre-submittal quality reviews. Ensures longer-term functional objectives are translated into shorter-term tasks, and establishes processes/procedures to ensure the effective and efficient operation of a somewhat complex function. Most time is focused on short-to-mid-range (less than one year) projects and programs.
The Proposal Manager is responsible for managing Information Technology and professional services proposals for Federal Government clients. Must be able to plan, schedule, and manage all aspects of a proposal to ensure compliance and timely submission. Must be able to lead/work in a team environment. Must be extremely well organized and able to work under pressure on deadline.
RESPONSIBILITIES:
- Provides proposal management, writing, editing, compliance, issue resolution, coordination, and analysis efforts in response to RFPs and RFIs
- Performs detailed analyses of requirements documents (RFP, RFQ, SOW, etc.)
- Prepares supporting proposal development documentation (i.e., outline, team assignments, proposal management plan, schedule, kick-off meeting materials, writing plans, etc.)
- Establishes and maintains communications among local and remote employees and teammates using collaborative tools (e.g., SharePoint).
- Writes assigned sections of the proposal and submits all assigned sections on time
- Provides appropriate boilerplate as a baseline for assigned writers
- Development of customized text ranging from executive summaries to detailed technical RFP responses. Customized text will be based on information gathered from subject matter experts, as well as the proposal staff and personal knowledge and judgment
- Develops proposal graphics
- Performs substantive reviews of both text and graphics, ensures the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria
- Provides production support including desktop publishing, reproduction and quality control checks
- Coordinates with the project and pricing staff to ensure that all of the information needed to prepare the cost Proposal is available and input is received on time
- Coordinates and obtains signoff on the technical proposal by senior managers
- Ensure compliance, quality, and timeliness of the entire RFP response
- Conducts strategy sessions to develop win strategies and themes, identify and assess competitors, and develop client hot buttons
- Occasionally participates on external capture team as a company representative
- Develops corporate/technical boilerplate and maintains the boilerplate/proposal library
- Attends win/loss debriefings and assists in developing lessons learned
REQUIREMENTS:
Knowledge, Skills and Abilities:
•The ability to understand and effectively communicate technical concepts
•Dynamic interpersonal skills to interact with all levels of management
•Demonstrated excellent organizational, interpersonal, written, and verbal communication skills
•Working knowledge of government procurement process and terminology (Task Order, RFP, RFI, FAR)
Experience:
•Minimum five years relevant technical and proposal writing experience (e.g., technical proposals, management plans, past performance, resumes, etc
•Professional experience should include experience in a Federal Government professional services contracting environment
Certifications/License:
•Formal proposal management training also preferred
Education:
•Bachelor’s Degree
