This position will be responsible for the purchasing of all goods and services that include but are not limited, hardware, software, telecommunications, website management, contingent labor and professional services. The Purchasing Manager’s role is to enforce the policies and procedures that guide the acquisition of these goods and services for the company and identify and mitigate any contractual risks to the company from a legal and fiduciary perspective. This is a working management position, meaning the Purchasing Manager will issue, negotiate and award RFQ/RFPs, POs, and contracts. In addition, they will provide suggestions on improving the tactical procurement process as well as enhance the strategic direction of the Procurement department.
Principal Duties and Responsibilities
Manage Departmental Resources and Activities
- Report on departmental activities such as savings, project status, workload
- Ensure direct reports are effectively determining the proper sourcing strategy for a category
- Responsible for overall team’s capability to identify, evaluate, and verify the capabilities of suppliers in a specific category and how these capabilities relate to business partner requirements.
Manage RFP/RFQs
- Assisting in the creation of the RFP and project managing the process from issuance of the RFP to final award. This includes but is not limited to:
- Responsibility for full RFP process
- Price Negotiations
- Contract Negotiations
- PO issuance
Supplier Management which includes but is not limited to:
- Evaluating suppliers based on financial stability, experience, references, core competencies, etc.
- Negotiating and executing agreements between company and suppliers
- Works closely with supplier contacts to effectively resolve any issues with existing suppliers and manage risk exposure and supplier performance issues
- Oversee the development, practice, and conduct supplier negotiations and prepare supporting documentation to execute successful supplier negotiations.
- Monitors supplier renewal and close-out process, ensuring contracts are closed properly.
Manage the Procurement process
- Approve purchasing requests to make sure the purchasing policies were followed, best price was received and best option for the business
- Establish and/or manage the purchasing policies and procedures of the department
- Ensures consistency of procurement practices and policies throughout company.
- Assists with development, implementation, and management of purchasing and contracting policies and programs.
- Handle day-to-day issues with suppliers, such as bill invoicing, pricing, contract amendments, and disputes.
- Identifies cost-saving opportunities and pricing optimization strategies.
Contract Negotiations
- Review contracts with Counsel to ensure compliance with business and any regulatory requirements.
- Assists with contract audits and performs monitoring activities related to contract risk and compliance.
Required Education, Skills Attributes:
- 10+ years procurement or materials management experience
- 3-5+ years management experience
- 3-5+ years sourcing IT spend including: hardware, software, telecommunications, leasing and contingent work force preferred
- Experience working with ERP system (NetSuite preferred)
- Project Management experience preferred
- Strong oral and written communication skills
- Excellent analytical and decision-making skills
- Good word-processing and spreadsheet (Microsoft Word, Excel, PowerPoint) skills
- Ability to organize and prioritize
- Strong total cost and price analysis skills
- Excellent contract and negotiation skills
- BA/BS degree in Business, Finance, Accounting, or Supply Chain Management is preferred
- CPM/CPSM/CTPE/CTPS certification a plus
