Quality Assurance Analyst – International Treasury Services – Financial Services recruitment
The International Treasury Services (ITS) staff is responsible for the safe, reliable, and efficient operation of the Treasury's central international payment portal, ITS.gov. ITS.gov provides the Treasury with a central access point for over 65 government agencies to send electronic payments to over 200 countries. This effort includes close collaboration with the Department of Treasury and Federal Reserve System to manage several high priority projects to migrate government agency payments to the portal, centralize the government's international payments, and develop ITS.gov to provide high availability and ensure the operation and supporting production environment remains production ready.
The ITS CBAF Staff within the ITS Function develops new services jointly with the Treasury to leverage the ITS.gov enterprise-wide solution for innovative, risk averse, and creative international payment options for Federal Benefit recipients and government vendor payments outside of the United States. This includes launching and deploying new releases of the web-based ITS.gov application to Treasury, State Department, and Department of Defense staffs in several countries and ensuring the ITS application and support systems are production ready with high availability.
Responsibilities:
The selected candidate will:
- Work as part of a team to develop detailed project and test plans for ITS.gov,( i.e., determining dependencies, critical path items and strategies);
- Provide analytical support within the ITS Function for customer service issues and/or customer reports, including written reports, presentations, and application security reviews in support of commitments to the Treasury;
- Assist with comprehensive training program for ITS.gov users;
- Assist with designing, directing, testing and implementing international electronic payment delivery solutions;
- Assist with the evaluation and recommendation of solutions to standardize software platforms and file delivery methods; and
- Support the implementation of production data processes and evaluate performance and database capacity issues.
*This position is located at the Bank's East Rutherford Operations Center (EROC) in East Rutherford, New Jersey.
Skills
Requirements:
Applicant must possess:
- Bachelor's Degree in Finance, International Business, Management Information Systems or related field; or equivalent work experience;
- Strong Business Analyst background - Certified Business Analyst Professional (CBAP) is a plus ;
- Strong knowledge of testing techniques such as Static Testing, Black Box Testing, etc. - Certified Tester Foundation Level (CTFL) is a plus;
- Knowledge of Automated Testing Tools such as HP Quality Center or Micro Focus is a plus;
- Demonstrated analytical skills, including the ability to analyze technical and operational developments and associated policy issues within established FRB and Treasury guidelines;
- Strong knowledge of performance management techniques, i.e., the use of metrics, quality driven and risk mitigation;
- Proven ability to work independently, balance competing priorities and meet strict deadlines;
- Excellent interpersonal skills, including the ability to interact well with all levels of management and staff, external consultants and the ability to develop and maintain strong relationships with market and governmental contacts;
- Working knowledge of project life cycle concepts, software promotion and change control, and software testing methodologies;

Knowledge of web-based security practices and policies; for example, role based access, LDAP, security matrix, etc.;
- Ability to complete deliverables, drive results and successfully complete assigned projects on time;
- Knowledge of Electronic Payments and SWIFT formats is highly desirable.
