Specific Job Description ?Conducts Quality Control review (QC) Benefits Program in accordance with the approved QC Program by OHC. Review Service requests (SRs), which includes but is not limited to, established business rules, and practices, and business statistics, as it relates to productivity metrics, and Benefits Program expectations; and ensuring consistency throughout life cycle of each examined transaction. ?Review transactions and processes for non-compliance and recommend remedial actions including but not limited to, processing accuracy, modification of processes to enhance accuracy, and rework when warranted. ?Ensure all service requests are completed within a timely manner and/or within the framework of established business rules and are in compliance with the Statement of Work, TSA Policies, and OPM?s guidelines. ?Assign SRs requests to team members for Benefits Program. ?Review and monitor the to ensure compliance for processing benefits actions ?Provides detailed examination, to determine compliance for all benefits actions, examining for accuracy. ?Establish the overall requirements for QC specifications and standards for materials, processes and finished products. ?Research and resolve complex benefits issues, this includes interaction both written and verbal with TSA Headquarters, Airport officials, the affected employee. ?Serves as the, principle, Point of Contact (POC) to HR-Access Customer Service Liaison?s (CSL?s) as well as the principle POC for TSA-HQ officials making final determination on researched and complex cases. ?Maintain and update benefits job aids and ensure compliance with process MAPs and Standard Operating procedures. ?Assign, review, and evaluate QC register on a daily basis; providing statistics and requested input to management. ?Monitor error rates for each team member, conduct root cause analysis and provide and implement Corrective Action Plan like provide on the job training to the team; cross train etc. ?Summarize QC register at the end of each Pay Period; highlighting findings (error rate), root cause and corrective actions and submit it to the PPB Management and captured within QC Report (CDRL 33) a contract deliverable to TSA. ?Collaborate with the HR-Access training team to ensure that benefits personnel are provided training with the goal of performance efficiencies. ?Provides effective communication regarding issues, objectives, initiatives and performance to QC plan. ?Participate in weekly team meetings to review the current policies and to discuss and develop plans to improve existing quality standards, and productivity. ?Review current processes and recommend improvements including but not limited to modifications of processes, or QA standards where warranted. ?Ability to master the processing of some or most the following types of Benefits transactions: Beneficiary forms, health benefits (FEHB), life insurance (FEGLI), thrift savings plan (TSP), health benefit court orders, leave without pay (personal, worker compensation, military), civilian service deposits, service computation dates (SCD), retirement estimates, military service deposits, FERS and CSRS retirement applications (Optional, Disability, VERA, LEO), and death processing. Standard Job Description Develop and implement program quality plans, programs, and procedures using statistical quality control statistics, lean manufacturing concepts, and six-sigma tools and analyses. Ensures that performance and quality products conform to established company and regulatory standards. Reviews, analyzes and reports on quality discrepancies related to assembly, process, mechanical, electrical and electro-mechanical systems. Investigates problems and develops disposition and corrective actions for recurring discrepancies. Interfaces with manufacturing, engineering, customer, vendor and subcontractor representatives to ensure requirements are met. Recommends corrective actions, dispositions and modifications.
