Quality Assurance Senior Manager
The Quality Assurance Senior Manager will manage the quality assurance program in support of software products and services for the NYS Health Benefit Exchange (NY-HX). The NY-HX project will implement a health insurance exchange that provides health insurance eligibility and enrollment options for individuals and/or small businesses for the state of New York. For this project, you will set up QA processes and procedures to gauge quality and ensure quality control checks are in place and executed throughout the SDLC. This will include quality control of documents, deliverables, processes, and procedures. It will also includes overall quality assurance is performed throughout the duration of the project. Generates and adheres to quality management methodology and plan Manages the reviews of current quality audit processes/systems; manages the research and implementation of new methods, processes, tools and systems. Ensures systems and processes meet total quality management and industry standards and are aligned with company strategic goals Develops more complex trend analysis on key full life cycle development processes and quality indicators to meet business needs Manages the trial and qualification of new applications, equipments, and processes against pre-defined quality standards to ensure appropriate applications are used for business processes Manages, develops and maintains relationships with customers; analyzes customer concerns and issues and addresses issues appropriately and promptly Manages quality management activities for projects to ensure adherence to quality, cost and schedule parameters of the project/program Manages evaluation of work products to assess quality. Researches alternative solutions to problems, determines proper approaches and recommends course of action(s) to appropriate parties. Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines Prepares, recommends and oversees development of operating and personnel budgets. Monitors spending for adherence to budget plans, develops and recommends variances. Performs and/or oversees budget Qualifications Basic Qualifications Master's degree or equivalent combination of education and experience Master's degree in business administration, computer science, mathematics, engineering, management information systems or related field preferred Twelve or more years of experience in quality assurance, engineering, or management information systems Nine or more years of supervisory or management experience included Experience working with quality management principles and practices and software development methodologies Experience working with process improvement plans Experience working with quality metrics and software industry metric data collection and analysis techniques Experience working with development tools, processes, approaches and/or techniques Experience working with project management methodology, problem management tools and measurement model development Experience working with testing methodologies Experience working with budgets and budget analyses Other Qualifications
