No Security Clearance Required about security clearance definitions Position Description This is a dual role position; a Quality Manager in the Fleet Management/GoldCare Business Unit and a Regulatory Focal for the Fleet Services Quality Organization. International regulatory compliance is of critical importance to this position and the candidate must be knowledgeable and have specific experience with international regulatory requirements regarding operator and MRO responsibilities within a continued airworthiness/maintenance relationship. An immediate focus on EASA Part M compliance is critical with other regulatory knowledge and experience regarding operator, MRO and associated modification and maintenance execution being an additional asset. Primary functions will include the co-management of the Gold Care Quality Team with specific emphasis on: Safety Management/Quality (Continuing Analysis and Surveillance) System for Fleet Management/GoldCare, the Fleet Management/GoldCare Safety Management System Review Board; Focal/Interface for Operator, Supplier and Regulatory for Safety and Quality issues. Provide resource management and determine personnel requirements for the areas of responsibilities. Additional duties will encompass decision-making and coaching of the greater Quality Team with regard to regulations and compliance requirements. Manage the submittal of all required reports to the proper regulatory authorities, Perform quality check and manage the approval of changes to the GoldCare Administration Manual (GAM), manage safety and quality audits according to requirements, analyze safety and quality deviations, determine root causes and develop corrective actions in accordance with the Safety Management System (SMS) program, Interface with Operations, Quality, and Maintenance Departments to ensure safety and regulatory compliance with applicable policies and procedures is maintained. Specific Regulatory Requirements: Candidate must have past Federal Aviation Administration (FAA) 14 CFR 121 experience from a maintenance and engineering perspective with specific emphasis on the Continuing Analysis Surveillance System requirements and processes. An understanding of international regulations related to airline equivalent quality systems in a must. Candidate must possess a working knowledge of regulatory compliance from a global context. Candidate must have past Federal Aviation Regulation (FAR) 145 experiences relevant to the performance or oversight of maintenance activities and continued airworthiness compliance requirements. Candidate must have aviation experience necessary to qualify for European Aviation Safety Agency (EASA) / United Kingdom Civil Aviation Authority (UK-CAA) Post Holder for Sub-part M Approval. Candidate must have past regulatory relationships and positive history that demonstrates regulatory knowledge and the ability to support future regulatory relationships. Candidate will need to understand philosophy, principles and current industry climate related to Safety Management Systems. Knowledge of the SMS four components and supporting International Civil Aviation Organization (ICAO) material is a must.
