We are now looking for a Quality and Risk office for our office in London.
The Quality and Risk Officer reports to the President of Platts and is responsible to assure that the company's governance of risk, quality and operations compliance are performed to maximize the company's enterprise value. The QRO will provide a risk framework and regular risk assessment to the business leadership, allowing company resources to be applied to remedy any key risk items. The QRO also works with the heads of relevant departments to address key business issues, and to facilitate challenging and creative decisions to help guide Platts as it develops its product offerings and scales its business.
Key responsibilities:
Risk Assessments: The QRO will conduct regular reviews and provide regular feedback to the Platts leadership team on the company's current risk profile, and advice on steps to remediate. Key accountabilities will include:
- Development of risk review program
- Risk matrix reflecting intrinsic and residual risk within the business
- Advice to President and Platts Executive Committee regarding marketplace or business changes that require action
- Act as the independent control point in areas where commercial or other Platts interests may be conflicted due to external relationships
Monitoring of Controls Testing of Policy Compliance: The QRO will put in place and operate a controls regime that reviews compliance and adherence to policies and methodologies:
- Maintain policies and procedures to ensure that all operations of the firm are conducted in compliance with all applicable state, federal and international regulations
- Compliance Program - oversee all components of the compliance program including timely and accurate regulatory reporting, maintenance of compliance manuals, ongoing assessment of conflicts of interest, recordkeeping, plus compliance training for all staff members
- Regulators/Filings - Coordinate with legal to manage on-going registration and filings for the firm and its personnel with the appropriate regulatory agencies (e.g., CFTC, FSA, IOSCO) and serve as a primary contact with regulators during exams and inquiries
Quality in Methodology Development and Application: The QRO will work to assure that methodologies are reviewed for relevance to market dynamics and price assessments/operations of the Market on Close process and other price-discovery activities are accomplished consistent with expectations deriving from methodology and procedures Dispute/Issue Resolution:
- Assure that complaints with Platts assessments and application of methodology are tracked, resolved and documented in a consistent manner, independent of the business lines
Business Controls / Improvements: The QRO will manage a team that reviews business controls, measures their effectiveness, and provides advice on changes that should be made in order to improve Platts' operational performance:
- Effectiveness: Target areas for improvement in business unit processes, procedures and systems to enhance compliance with regulations, standards and methodologies
- Improvement: Counsel and educate business unit personnel on regulatory and control-related issues and assist business areas in implementation
- Operations: Implement key business controls for regulatory filings and interactions with regulators and other similar entities. These can include documentation of interactions with regulatory bodies, and fulfillment of requirements within each jurisidiction in which Platts operates
Skills
- Extensive experience in a regulated securities or futures exchange, regulated broker-dealer, or other regulated financial market working with business controls, compliance and product development within exchange operations
- Risk, compliance, controls or operational background, with track record instituting formal control structures
- Proven leader in building and managing global teams
- Highly skilled operating in matrixed environments
- Ability to work in dynamically changing organization structures
