Recruiting Operations Manager recruitment

Responsibilities
The Recruiting Operations Manager assists the SVP Talent Acquisition in managing the work of the Americas recruiting team and helps coordinate global recruiting initiatives in cooperation with the Asia-Pacific and Europe, Middle East and Africa ("EMEA") regional talent acquisition heads. This newly created position is directly responsible for: analyzing information and recommending solutions, managing the Americas recruiting administrators, overseeing project management and execution, evaluating and managing vendor relationships, disseminating information to recruiters and administrators, budgeting/forecasting and delivery of recruiting goals. The Recruiting Operations Manager will routinely interact with the SVP Talent Acquisition's direct reports, regional recruiting heads and other members of Moody's senior HR management team.

Responsibilities

Americas
- Assist SVP Talent Acquisition in managing the work of the Americas recruiting organization
- Manage a team of Recruiting Administrators to deliver high quality support to recruiters and hiring managers
- Manage relationships with outside vendors (i.e., background checking, job boards, temporary staffing services, etc.) including developing business case for vendor selection, annual renewals and measuring performance against service level agreements and continuously enhancing recruiting capabilities
- Leverage customer feedback, competitive intelligence and market trends to identify strategic opportunities to improve recruiting processes, efficiency and productivity
- Assist in developing annual recruiting budget, quarterly forecasts, expense tracking vs. budget and make recommendations to optimize
- Project manage a variety of recruiting projects of assorted sizes and complexity; report progress against key milestones
- Work with recruiters and administrators to create a compelling candidate experience
- Coordinate recruiting communications; partner with HR Communications and Corporate Communications to develop messages and delivery methods
- Draft presentations for SVP Talent Acquisition
- Develop inventory of recruiting policies and processes and ensure timely updating

Global
- Identify metrics to provide insight into recruiting performance at both the individual and team level; establish processes to ensure data quality and standardized data entry procedures; develop requirements for reports and work with HR analytics group on report production
- Analyze recruiting metrics to ensure that the organization is meeting the needs of internal clients, the company's recruiting goals, and local compliance requirements; identify areas for improvement and work with recruiting management to develop clear accountability for action plans
- Deploy and analyze a recruiting effectiveness survey to gather feedback and metrics from hiring managers and new hires to provide a comprehensive view of process quality and effectiveness
- Support implementation of globally consistent policies and processes across three regional recruiting teams
- Optimize internal sourcing channel programs (i.e., Internal Transfer and Employee Referral)
- Assess the effectiveness of Moody's Employment Value Proposition and identify ways to increase the effectiveness of our communication to and ability to attract different talent segments

Qualifications
- Bachelors Degree; MBA a plus
- 8-10 years work experience including experience in an HR function
- 3-5 years management experience
- Excellent working knowledge of Microsoft Office software including Word, Excel and PowerPoint
- Detail oriented and strong organizational skills
- Project management skills
- Analytical nature; ability to assess data, draw conclusions and recommend improvements
- Ability to anticipate issues/needs and to work proactively to address them
- Self-starter with ability to work independently or as part of a global team
- Collaborative and strong team player
- Client orientation with strong communication and influencing skills
- Ability to write clearly and concisely
