Refining Industry Specialist recruitment

Position Description

The Refining Industry Specialist will serve as advisor to Corporate Management and other company organizations on refining industry issues encompassing the following:
- Develops the Company’s short and long term global refining industry outlooks, including: global and regional changes in capacity levels, changes in crude and other feedstock, total production rates by major product groups, global and regional trade balances and the general industry margins and profitability trends.
- Develops long-term products price forecasts by product type and region to serve as the basis for the evaluation of investment opportunities.
- Monitor and assess the impact of international regulations on the global and regional refining business.
- Prepares well documented, written and illustrated documents and presentation material for inclusion in the business plan and to present to management.
- Provides analysis, evaluation and interpretation of current and future trends in support of projects, processes, and financing related to company capital investment decisions in the refining sector.
- Regularly follows up on refining market developments as well as developing and maintaining contacts within the industry.
- Reports on issues that are relevant to company refining activities based on market intelligence.
- Provides expert judgment, by way of thorough analysis of queries from management on refining issues
- Regularly interacts with other professionals in various company organisations involved in capital planning and economic analysis.
- Assists in the training, development and mentoring of younger staff.

Qualifications
- Bachelor's Degree in Chemical Engineering, Economics, Business Administration, Accounting, Financial Management or closely related
- MBA or Masters degree in Economics desirable
- At least 15 years of experience in analysing refining industry trends.
- Five or more years of relevant modelling and forecasting experience with a large refining consultancy and at least 10 years of industry experience.
- Thorough understanding of the economic and business factors related to the refining industry with substantial experience of applying that knowledge to forecasting potential future trends.
- Sufficient understanding of refining projects necessary to conduct insightful economic analysis of capital investments.
- Solid understanding of the strength and limitations of various modelling techniques and methodologies when applied to forecasting future trends of the general refining market and to specific products.
- Ability to look at a situation both from a general perspective as well as to penetrate into issues in depth when required.
- Intellectually curious and keeps abreast of topics that affect the evolving refining markets.
- Proven ability to communicate effectively with management at all levels within the organisation.
- Strong written and oral communication skills. Able to communicate what are frequently complex technical and commercial concepts in a clear and succinct manner to individuals and groups from diverse professional backgrounds.
- Hands-on person who will immediately command the professional respect of others who possess long-time practical experience of working in or serving the refining industry. Person whom others, at all levels, will seek out for advice and counsel.
- Able to work effectively with the minimum of supervision on relatively unstructured tasks.

The core function of the Corporate Planning organisation is to advise the company's management and guide other departments within the company on energy markets and outlooks, economic evaluations, oil pricing, macroeconomic outlook, and international energy policies and regulations, besides assisting in business planning and strategy formulation. Corporate Planning serves as the centre of expertise on the application of economic principles and assumptions to business issues throughout the company.
The Refining Industry Specialist will provide Corporate Management as well as other organisations within the company with general market outlooks, refining capacity developments and opportunities and capital cost trends that will affect the company's refining capital program. The specialist will monitor current and future regulations to identify possible impact on the Company's refining business.
As an expert in modelling techniques applicable to the global refining industry, the Refining Industry Specialist will be the lead analyst responsible for developing the refining outlook including long term products price forecast needed for various planning and investment evaluation purposes.
The Refining Industry Specialist must also demonstrate the ability to work with multidisciplinary teams producing reports, studies and presentations that support management’s decisions.

Minimum Requirements
- Graduate Degree is highly desirable. Incumbent will have steadily advanced his professional competence in his areas of expertise through personal study, relevant and expanding work experiences, seminars, professional contacts and extension courses.
- Typically has twenty years experience in the petroleum or other related industry, where an appreciation of operating problems and their relationship to planning and economics has been gained. Some supervisory experience is preferred. Must have the proven ability to handle complex problems in a rigorous, analytical fashion. Experience must have been sufficiently broad so as to allow incumbent to be effective in an assignment to all three planning areas. Incumbent will be clearly recognised by superiors and colleagues as the outstanding company expert in his specialities.
- Relevant graduate degrees may be substituted for experience.
- Must be able to work with minimum supervision on relatively unstructured tasks. Must know how and when to use a wide variety of statistical and financial analytical tools and have a working knowledge of petroleum economics, technology and accounting.
- Must be able to understand, interpret and communicate the rationale for corporate reporting requirements as related to business plans, manpower budgets, and capital and operating budgets to all levels of management. Must have the demonstrated ability to produce top quality written and oral reports, in English.
- Demonstrated ability to advise and lead others toward accepting his recommendations while maintaining respect for differences in perceptions of what is desirable and feasible.

Duties and responsibilities
- Performs special assignments of a highly complex nature significantly impacting the company. Determines how projects can be divided into manageable pieces and follows through with specialised and expert assistance, advice and guidance to achieve a successful conclusion.
- Maximises the company's operation with care and judgment for the best interest of the Government and U.S. companies.
- Advises and assists other organisations, when asked, in the solution of specific complex planning and analytical problems.
- Originates, develops and recommends the implementation of new planning and analytical concepts and techniques in order to achieve better overall results in management and controls.
- Trains and guides specialists developing in own area of expertise.
- Acts as Company representative in meetings of professionals in his speciality.
- Directs analysis and work of others assigned as a task force to specific problems.
- Acts as senior consultant in Company interactions with SAG counterparts and with U.S. companies in the specific area of expertise.
- Acts as the Company's foremost expert in his sphere of planning and analytical expertise.
- Organises, mobilises, directs and evaluates applicable outside consultants in the solution of specific Company problems as the need arises. In all such jobs, incumbent acts as the contract administrator and is responsible for seeing that the job is completed.
- Prepares and presents lectures, both inside and outside the Company, on subjects such as planning and analysis, various aspects of the oil industry, and economic developments in Saudi Arabia.
- Prepares special studies and analyses, as required, for the Management Committee and Planning Advisory Committee.
- Originates creative planning and analytical procedures for determination of future manning levels in the company taking into consideration the factors associated with hiring, training, educating and developing employees over many years.
