Regional Director of Security (Asia Pacific) recruitment
The position is responsible for maintaining a high level of customer service to our clients, the continued growth and development of staff, as well as the quality assurance of CSIS work product.
The Regional Director of Security is responsible for:-
- Ensuring the appropriate utilization of security resources thereby ensuring the strategic management of the CSIS function
- Reviewing entries in the designated platforms / systems to ensure accuracy, compliance with standards and closure
- Expense management, ensuring timeliness of payments, budget management, budget planning. This includes the management, review and approval of all security personnel TE and requisitions within the region
- Interaction with other support functions to enhance the CSIS role in cluster, to include ARR, CRS and CBS
- The operational effectiveness of all security personnel. This includes maintaining record retention and storage, annual office reviews, maintaining asset inventory logs, equipment and supply requisitions, and all other operational functions necessary for the continuation of business.
- The proper coaching and development of staff. He/she will be responsible for liaising with HR for the recruitment and selection of new staff in the cluster and will be responsible for any disciplinary issues or other HR related issues concerning security personnel. He/she will manage a record of each employee's performance and be responsible for staff performance evaluations, goals and objectives.
- Ensuring that risk assessments are conducted in accordance with CSIS Policy for facilities
- Maintaining accurate reporting and management of security incidents
- Ensuring that Operational Readiness Exercises are conducted periodically
- Developing relationships with external organizations to share best practices and intelligence (to include financial institutions, specialized member-based organizations, law enforcement and government agencies).
In addition to the above functions related to the day-to-day operations incumbent will also be responsible for managing, developing and coordinating the Global Security Program in the ASPAC region.
Coordination across the Region:-
- Represent the ASPAC Region on CSIS Global Security forums and projects and provide feedback on such representation to all security personnel in the ASPAC Region.
- Continually review and evaluate regional security functions to ensure least cost service and appropriate resource allocation.
- Identify and ensure that all incidents are properly reported to CSIS Senior Management and Business Management, and investigated with appropriate internal and external resources
- Review all security incidents in the ASPAC region to ensure the sharing of tactical intelligence and information across the region and between regions.
- Manage global/regional security initiatives across clusters in ASPAC and work with CSIS Cluster Managers to ensure the appropriate allocation of resources to such initiatives.
- Recommend policy or program revisions as a result of regional requirements.
- Ensure that Safety and Security Policy standards are adhered to and review and approve where appropriate requests for policy exceptions.
- Provide as directed, activity, status and or key volume indicators reporting to Director of Global Corporate Security.
- Develop and maintain a CSIS Crisis Response plan, including appropriate resources to maintain a Crisis Command Centre to provide 24-hour coverage.
- Assist in the development of training and awareness programs consistent with corporate requirements and responsive to the needs of regional businesses
- Ensure where appropriate that any and all regulatory programs (BPA, SEC etc) are coordinated by the businesses and security and investigative personnel
- Conduct site surveys and reports for all businesses and locations using regional personnel.
- Liaison with external agencies and leverage relations/services for all regional businesses.
- Ensure that all technology applications are consistent to corporate standards.
- Develop an appropriate regional Security Technology Strategy to ensure the innovate use of technology to increase the efficiency and effectiveness of the Security Program.
- Develop and maintain a Security Training Program for Security Managers in the ASPAC Region.
- Will have oversight of projects work undertaken by the Technical Security Manager for ASPAC and where necessary assist in prioritizing such work.
- Will have oversight and supervision of the Regional Safety Coordinator.
Performance: -
- Will work with the CSIS Area Security Managers and Operations, in the ASPAC region to ensure the appropriate utilization of CSIS resources to obtain the optimum results from security efforts
- Will ensure effective leveraging of work volume against resources based on skill sets and prioritization
- Will demonstrate strategic and analytical skills and critical decision-making capabilities
- Will demonstrate examples of strong management skills, to include staff development, and business negotiation capabilities
- Ensure excellent verbal and written communication skills from security personnel
Personnel:-
- Will develop programs and processes to ensure the proper coaching and development of staff. Will ensure consistency across the region's management structure.
Compliance:-
- Will establish and oversee processes within the ASPAC Region to ensure compliance to all standards, policies, regulations and laws are adhered to, and records of such are maintained. Will be responsible for all endorsement or attestation of such compliance areas and retention of records as they affect security personnel.
Incumbent will also be responsible for representing Citi in dealings with regional business heads, legal, compliance and audit with regard to intelligence and security matters. Responsible for special projects and assignments as designated by the Executive Regional Director.
The ideal candidate should fulfill the following requirements:-
- 10 years financial industry security or law enforcement experience (or combination thereof)
- College level education or equivalent work experience
- Willingness to travel both domestically and internationally
- Proficiency in office skills: Computer, typing, MS Office Suite (Word, Excel and PowerPoint)
- A strong knowledge of the security industry, risks and trends
- A deep understanding of Security operations; processes and controls
- A strong understanding of applicable federal/state statutes as they relate to security
- A strong understanding of Security codes and relevant policies, standards, guidelines and processes to include HR and employee issues
- Excellent communication, personal and leadership skills needed for working with peers, management and business customers
- Excellent report writing skills needed to evaluate CSIS results and provide reports for CSIS and the business
- Possesses and has delivered excellent management traits to include: dependable results, performance, goals and efficiency
- Possesses a creative, visionary mindset, able to recognize/adapt to change before it occurs with new processes for improvement
- Possesses a strong analytical background as well as the ability to multi-task
- Ability to work independent in the position with minimum guidance, is self-sufficient and a self-starter
- Able to multitask by carrying a diverse and complex workload
