Regional Head of Compliance Analytics and Systems Control
Key Responsibilities:
- Lead the Analytics and Systems Control program regionally across all business lines for the full range of coverage responsibilities including business process analysis, program execution, compliance testing, and outreach and liaison activities;
- Advise business and senior management on regulatory and risk management issues related to the transaction monitoring program;
- Provide regional oversight for model development to reflect real world risk environments that determine likely risk profiles in given market conditions, segments and geographies.
- Provide input and regional oversight for Business Rules' developed to execute the strategies in the form of system configurations, thresholds, algorithms
- Liaise with stakeholders to identify areas where Change Delivery can add value or improve existing processes.
- Ensure that Change Delivery understands impacts of change initiatives originating from other functions and can facilitate and adapt to reflect changes where necessary
- Identify risks and mitigating controls, create a working framework/governance and re-structure BAU to support sustainable change and growth.
- Develop strong working relationships with data and MI experts across the organisation to understand current and future information and data trends, and requirements
- Liaise with Internal Audit and external regulatory bodies as required on all appropriate data issues regionally
- Drive high commitment, high performance culture leading to best in class solutions and delivery
- Leverage expertise across the Group to bring in best practices, while collaborating with local teams to ensure adapting those to local markets
- Build positive momentum for change across the organization with the active support and buy-in of all stakeholders
- Ensure appropriate oversight and governance of initiatives, benefits tracking and realization
- Manage interaction with other initiatives, impact on customers, resources and operating processes
Qualifications/Requirements:
- Significant Compliance experience or other related experience such as risk management, audit, examination, or similar control-related experience with another major bank.
- Advanced degree with professional certification preferred
- Understanding of OFAC regulations, the USA PATRIOT Act, the Bank Secrecy Act (BSA), UK Bribery Act, the HKMA, SEC and other region-specific regulations
- Experienced in internal and external audit procedures and protocols
- Expert knowledge of legal and regulatory requirements, U.S. ,U.K. and H.K. banking regulations
- Understanding of AML Transaction Monitoring system such as Actimize, MANTAS, Norkom etc.
- Functional knowledge of visual analytics' platforms
- Ability to demonstrate leadership and business ownership and have a proven record in driving change using innovative products and systems
- Proven track-record in product management, project / program management or business analysis / solution architecture, with experience in region-wide system implementation and service management / delivery
- Client focused, with strong relationship building, analytical and project management skills
- Strong communication (both verbal and written) and presentation skills
- Able to manage numerous tasks with continual re-positioning and prioritization
- Ability to establish and maintain strong collaborative partnerships
- Proven people and line management experience of large teams
