the Regional HSE Manager provides regional operations with continuous advice and support to ensure that Health, Safety, and Environmental factors remains an integral part of the business operations and equal in priority to production and profitability. Regional HSE Managers actively participate in the development and application of all HSE policies and standards. This individual is responsible for leading and guiding the site HSE personnel management in injury and illness prevention; compliance with local, federal and company requirements. HSE Manager has the primary responsibility for coaching, leading and influencing the HSE professionals in the organization to meet Environmental, Safety, and Health strategies and objectives. Provides HSE expertise to the region and to the corporate function as a subject matter expert on specific initiatives. Performs duties under the authority of the Director of Safety Training.
- Performs functions in accordance with the Health, Safety, and Environmental policies and procedures.
- Provides HSE leadership role and integrates HSE excellence programs; providing guidance and expert advice to HSE personnel, management or other groups.
- Develops project HSE performance indicators
- Develops HSE requirements for contractors
- Inspect workplaces for the presences of health safety hazards and environmental concerns. Evaluate workplace environments, equipment and practices for compliance with standards and government regulations.
- Make recommendations to control or eliminate unsafe conditions in the workplace, injuries and illnesses and environmental concerns or liabilities.
- Conduct or coordinate safety and environmental training and education programs as necessary. Assess training needs and monitor training completion.
- Perform annual internal audits of the HSE programs and assist with external audits.
- Liaise with various departments, governmental agencies, safety associations, customer representatives, and contractors.
- Integrate HSE into project execution as needed.
- Provide information and technical and program assistance to operations, government representatives, and the general public on the issues of public health, environmental protection or workplace safety.
- Establish standards and methods for measuring HSE performance. Responsible for accuracy of injury (OSHA) reporting and HSE behavior based initiatives. Sets site goals targets and monitors progress.
- Directs a strong structured safety process to drive a positive safety culture, insisting on consistent implementation of and adherence to policies and procedures. Ensure process is in place to create and maintain HSE procedures as required by the HSE department.
- Ensures timely and complete root cause investigation of all HSE incidents by the line organization and tracks timely closure of all HSE corrective actions. Create continuous improvement process to assess HSE events and their root causes and affectivity of corrective actions implemented.
- Manage the regional's workers compensation program to reduce costs and meet departmental/company targets.
- Meets all regulatory commitments.
- Supports the HR department in the district locations with compliance training, regulatory compliance, and company policy as requested to support the Corporate HR and Legal Groups.
- Cost control and budget analysis for respective region to support the goals of the Director - Safety.
- Provide division management, facility general managers with appropriate coaching and feedback on occupational health and safety matters.
- Assist with the orientation, training, development, and evaluation of site HSE professionals, division and site management and key division personnel as needed.
- Effectively interfaces with regulatory agencies relative to HSE inspections, inquiries and associated corrective action plans.
- Coordinate and review team activities to ensure consistent uniform implementation of programs.
- Develop and maintain a familiarity with relevant projects of the department and develop working relationships with both internal and external individuals involved in each project.

EDUCATION/EXPERIENCE
• Post-secondary certification/degree or equivalent experience.
• Technical expertise in occupational health, safety, and applicable regulations.
• 8 to 10 years relevant professional experience in HSE or oilfield, chemical, or manufacturing industry.
• Experience developing and implementing HSE policies and procedures.
• Effective leadership and teambuilding skills.
• Posses or working towards CSP designation.
