Regional IT Manager – ASIA recruitment

A Regional IT Manager for Asia is required by a leading and fast growing Global Energy Supply Chain company who delivery high-quality fuels globally. The company is rapidly growing and is anticipating the need for strong local leadership of an expanding IT function in Asia. The company is embarking on large programmes of work to deploy two new IT systems; an ERP and a TMS. Both projects will be deployed to the affiliates in 2011.

The role will cover:

• Infrastructure - support for the local affiliates needs to be strengthened to support the continuous use of the new systems, which are largely based in London.

• Additional projects are anticipated in 2011 which will require local management from Asia rather than remote management from Europe

• Beyond 2011, further projects are planned for the company's growth. This will require additional focus on IT support to maintain operations.

• To enable the business to scale without scaling the IT operation, the company  will source certain IT services from in-continent providers. This will require local management.

Deliver new IT capabilities

Lead the implementation of IT systems throughout Asia. Initially these are the ERP and TMS systems. Will require management of local teams and 3rd party providers of equipment and services.

Use IT to support the business

• Maintain a close relationship with GMs and CFOs in Asia.

• Understand and advise GMs and CFOs on IT matters.

• Ensure IT strategy in Asia is aligned to the business strategy of Asia.

Where possible, anticipate business needs.

Cost control

• Responsibility for control of IT cost in Asia.

• Responsibility for project budgets and tracking spend.

• Responsibility for the support budget and tracking spend.

Responsibility for communications and infrastructure spend in Asia.

Resources talent management

• Attract and retain IT talent for in-house roles.

• Know the people and their skills, adjust team composition and provide training to get an optimal mix of cost and capability.

Provide development opportunities for our talented resources.

IT support

• Manage the IT support activity for all Asian affiliates.

• Manage the IT services provided by parent company (an internal application and infrastructure provider).

• Manage the support services for 3rd parties in Asia.

• Support Existing Information Systems until replacement (SUN, BO, Access…) and IT in the region.

Pre-requisites

Experience:

• Undergraduate University degree in Engineering, Science or Computer Science or other related field

• 10 years’ experience in information systems.

• Broad IT background, including some of ERP, desktop infrastructure, communications, software development.

• IT technology background preferred over business process background.

Competencies:

• Good written and spoken English.

• Intelligent and motivated, good decision making capability, positive.

• A leader, with proven track record.

• Strong project management skills as evidenced by roles, not qualifications.

• Strong team working and interpersonal/communications skills.

• Must be able to work with the business.

Desirable

Experience:

• Familiar with business processes such as stock management, sales and finance.

• Experience of working in the oil industry.

• Experience of working in Asia and at international level.

Other

• Must be prepared to travel extensively throughout Asia, primarily for the purpose of visiting our affiliates.
