Millennia Housing Management, Ltd. has an opening for a Multi-Family Multi-Site Affordable Housing Regional Manager in the Cleveland, OH region.
The qualified individual will be reporting to the VP Operations and be responsible for:
I. Basic Functions
· Responsible for maintaining the physical assets and maximizing the financial returns from that asset in accordance with the owners’ objectives and company procedures
· Responsible for hiring, training, supervising, developing, and terminating all on-site personnel at assigned properties and cooperating with other properties and managers
· Responsible for ensuring that all assigned properties are operational and cooperates to ensure all company managed properties are operational
· Assists supervisors with special projects as assigned
· Ensures staff compliance with company policies and procedures
· Ensures staff performance of duties on a timely basis
· Ensures completion of all Income Certifications and related compliance reports
· Implements changes in regulatory requirements and new procedures as required
· Leads by example
II. Responsibilities
The activities listed below are not all-inclusive. However, they are indicative of the types of activities normally performed by the Regional Manager:
A. Maintaining the physical assets:
1. Ensures proper staffing of all properties and line supervises all staff, including any contract workers.
2. Monitors supervision of scheduling of maintenance work and capital repairs.
3. Coordinates rotating schedule of personnel for emergency maintenance.
4. Makes regular inspections of grounds, including all common hallways.
6. Ensures all vacant apartment make-ready procedures are completed on time.
7. Makes recommendations for physical repairs, replacements, and/or improvements.
8. Makes recommendations for supplies, materials, and equipment.
9. Ensures that expenditures are within budget allocations.
10. Evaluates maintenance operations periodically to determine cost efficiency.
11. Ensures that specified inspections are completed.
B. Marketing and leasing:
1. Ensures compliance with all Fair Housing Laws and regulatory requirements.
2. Assists in preparation of advertising and marketing programs.
3. Assists in preparation of regular market surveys.
4. Monitors, reviews and acts upon all weekly and monthly reports.
5. Reviews all rental applications and lease forms for accuracy and compliance with resident policy.
6. Makes recommendations to improve marketing and leasing programs.
7. Assists manager with agencies for referrals.
8. Monitors waiting list procedures and compliance
C. Tenant management:
1. Monitors rent collection.
2. Reviews resident complaint log.
3. Supervises move-in and move out procedures.
4. Assists manager with case managers/families/other agencies (where applicable) to ensure compliance with lease terms.
D. Financial reporting and control:
1. Assists in timely preparation of the budget.
2. Monitors and acts upon variances from budget.
3. Assists in preparation of monthly financial reporting and explanation of variances.
4. Approves purchase orders.
5. Approves invoices for payment.
6. Ensures accuracy of and timely presentation of payroll information.
7. Ensures completion of inventory of all equipment and supplies.
8. Ensures managers process rents daily.
E. Administration:
1. Ensures all line employees are properly completing their responsibilities.
2. Assists in preparation of management plan.
3. Recommends updates for property operations manual, when necessary.
4. Supervises maintenance of property files and records.
5. Monitors, and administrates hiring and firing personnel.
6. Provides for and supervises employee training and development programs.
7. Makes formal employee evaluations and recommendations for promotion and/or salary increase.
8. Handles any emergency that may arise on-site.
9. Takes follow up action on security reports.
10. Ensures answering service is aware of schedule for emergency maintenance.
11. Monitors and follows up on work order log.
12. Communicates all problems and makes recommendations to coordinator of government programs.
13. Takes action as required to ensure all properties are operational
14. Coordinates scheduling of and attends all regulatory and compliance inspections
III. Qualifications – Education Experience
· College education preferred or equivalent experience.
· Accredited Residential Manager (ARM) designation or Minimum of three consecutive years’ experience as property manager or experience in a related field.
· Ability to learn and assimilate, communicate, and apply all regulatory requirements.
· 5+ years managerial experience, supervising ten or more subordinates with multi-site responsibility.
· Ability to handle finances and work within a budget.
· Appearance compatible with image of property, positive attitude, good sense of humor, energetic, assertive, and capable role model for subordinates.
· Demonstrated integrity on personal as well as professional level.
· Exceptional communication skills.
· Ability to travel to various sites currently located throughout Michigan.
