What is Smart Metering?

 

Smart metering is a major programme across government and industry that will help the UK move to a low carbon economy. It involves the installation of smart meters in every home and small business across the country by 2019 – making this change programme the biggest the energy industry has seen for 40 years. Smart meters will enable residents and most small businesses to understand their energy consumption, to save energy and to reduce carbon emissions. Smart meters will also form the foundation for smart grids, part of the Coalition Government’s strategy on energy and climate change policy. Your expertise can help this ambitious, high-profile project to succeed.

 

About the roles

 

Gas and electricity markets operate under rules set out in primary and secondary legislation, in licences overseen by Ofgem and in industry Codes.  The legislation, licences and Codes usually interact with one another; changes to one can affect others.  As part of the package of changes to support smart metering, the Programme will introduce two new elements to the regulatory framework:

 

Smart Energy Code:  The Programme will create new industry arrangements and impose new requirements and obligations on suppliers through new licence conditions and amendments to existing Industry Codes, which will be interlinked.  In addition, a new industry Code (the Smart Energy Code), will be developed to govern the behaviours of all parties in a market environment with smart meters. The Code will set out the rules, rights and obligations relating to all aspects of the smart meter environment (including requirements on privacy and data access, technical specifications for metering equipment, security of the end-to-end system.

 

DCC Licensing:  Alongside the changes to existing codes and licences, the DCC Licensing Project is responsible for establishing the necessary regulatory instruments and the competitive process to enable a new Data Communications Company (DCC) to be appointed through a competitive licence applications process. This includes a Prohibition Order, a new licence and application regulations. The licensing of the DCC should aim to drive a competitive price for DCC services and to enable Ofgem to exert direct regulatory control in line with licence obligations, taking enforcement action if obligations are not met.    

 

 

About you

 

A strong and accomplished analyst, you have the intellect and attention to detail to understand complex legislative and regulatory mechanisms and their interaction whilst maintaining a clear focus on the strategic policy intent.  You need to be able to relate to the design and operation of regulated markets, as well as monopoly charging regimes and incentive mechanisms. You are able to work as part of a team as well as being flexible and able to turn your attention to resolving new and emerging problems as they arise.  You’re a very well organised manager – used to completing tasks on time, to budget and to high quality standards. You will have experience of developing or implementing regulations or legislation. If you have specific experience of regulatory development or compliance within government, so much the better. However, policy development experience is also acceptable.
