Resource Management Evaluator

Qualified applicants are not required to relocate and will have the opportunity to work from any location. Description Conducts Resource Management evaluations of the Youth Challenge program (National Guard). Evaluations are developed in accordance with U.S. Army inspection policy as contained in AR 1-201 and U.S. Air Force Compliance Inspection policy as contained in AFI 90-201 with a foundational basis in U.S. GAO "Yellow Book" financial auditing standards. Evaluations are conducted of all 34 Youth Challenge Programs on an annual basis at various locations throughout the fifty United States and the territory of Puerto Rico and District of Columbia. Evaluations involve direct contact with and evaluation of the USPFO, the Federal Program Manager, State Program Manager/State Accountant, USPFO Internal Review Section and Grants Officer representative. Exhaustive reports are written on each evaluation using the Joint Lessons Learned Program format. Formal In-Briefings and Out-Briefings are routinely provided as a part of every evaluation. Executive summaries for the Youth Challenge Program Office (NGB-ZC-AY) are prepared and submitted within 24 hours of the conclusion of each evaluation. Requirements Applicants must have served as a Federal Program Manager for any Cooperative Agreement within the past three years, or as a state level employee (state program manager or staff accountant) responsible for processing reimbursements for any Cooperative Agreement in the past three years, or served as a Grants Officer Representative within the past 3 years. Must have successfully completed a fiscal law course and a cooperative agreements training course in the past 10 years. Complete familiarity, knowledge and prior use of the DD Form 270 is required. Comprehensive knowledge of NGR 5-1 is required. A working knowledge of NGR 5-2 is required. Previous experience as a Supports Agreement Manager (SAM) is desired. Applicant must also have strong computer skills to include knowledge and prior use of MS Word, PowerPoint, Excel, and SharePoint. Applicant must be an above average writer and briefer.
