POSITION SUMMARY The Resource Manager is primarily responsible for managing resource allocations with a focus on balancing organization need and long-term resource opportunity across delivery teams supporting project/program management, design development as well as testing. In partnership with Delivery management develops and manages the resource plans in alignment with the overall strategic resource plan and organization-skill gap analysis for these areas. Assists delivery management on assessing demand and assigning resources who have the necessary skills to be effective contributors to a specific work assignment to address demand. Identifies staffing options, develops staffing pipeline, monitors staffing targets and recommends corrective actions to resolve resource contention issues. Responsible for ensuring that resource utilization is optimized across the organizations that are supported. Primary Responsibilities: - Ensures that all resources are assigned and appropriately utilized in the AIS Delivery organizations to meet project and production support demand, and achieve utilization targets. - Partners with peer RMs and IT Leadership to identify and deliver resource capabilities required to meet IT demands. - Manages all the administrative tasks associated with resource management (e.g., Plan View timesheets, training tracking for non-employees, etc.). - Supports or may lead projects to develop communications and processes to effectively administer resource management processes and policies. - Provides input to Delivery Management and Professional Development Managers on resource skill capabilities to support skill development, career advancement, and performance management. - Executes on skills development strategies by way of work assignments for assigned resource pools to meet or exceed business objectives while encouraging employee growth and retention. - Ensures the selection and deployment of the optimal staffing mix based on governance plans inclusive of long-term strategic staffing targets, affordability/budget, and business opportunities. - Executes on strategies and tactics to develop resource capacity plans to achieve short-term business objectives. - Participates and/or may lead projects to develop new or re-engineered processes and programs that impact employees across teams. Negotiates with and influences upper level management/executives and peers over proposed process implementation challenges. - Ensures that utilization metrics and their underlying components are actively managed across the resource pool. Required Skills: Related Skills/Experience: -7-10 years experience directly related to the primary responsibilities of the position; or an equivalent combination of education and work experience. - Knowledge of related employment laws and regulations. Knowledge of Aetnas policies, practices, code of conduct and values is desirable. -Knowledge of financial management / resource management. - Knowledge of management and organizational programs, concepts and principles. - Experience in a Quality Assurance/Testing organization is desirable, to best understand work being carried out in the department. - Experience in culture/structure evolution and deployment. EDUCATION Bachelor's degree or equivalent experience.
