Under direction, the Retirement Investment Officer assists in the administration and review of the investment program of the Sacramento County Employees' Retirement System (SCERS); monitors, analyzes and reports on investment performance and compliance; assists in planning and developing investment strategies; assists in the oversight and assessment of investment managers, consultants, custodian and other financial service providers; conducts complex research and analysis related to the investment program.
Duties may include, but are not limited to, the following:
- Assists the Chief Investment Officer - Retirement with asset allocation rebalancing, updates to the Investment Policy and Objectives, and periodic review and monitoring of asset classes, sub-asset classes, and investment manager risk; monitors and reports on changes in money markets, interest rates, and legal requirements related to SCERS' investment matters.
- Assists in the design, development, recommendation, and implementation of investment management strategies, and investment related operational and internal control policies and procedures in accordance with the goals and guidelines established by the Board of Retirement.
- Monitors and analyzes the performance of SCERS' investments in public and private markets, including private equity, alternative investments, real estate managers, limited partnerships and other nontraditional investments; analyzes underlying portfolio investments and monitors performance relative to expectations; votes proxy in a manner consistent with the Board of Retirement's proxy voting guidelines and corporate governance objectives; prepares the Monthly Investment Management Compliance Report.
- Assists in due diligence activities related to potential and existing investment managers; monitors and ensures compliance by investment managers with respect to the Board's investment policies and guidelines, and with respect to investment mandates and contractual responsibilities and identifies potential issues with such providers.
- Analyzes and reports on economic, financial and market trends worldwide and assesses impact upon SCERS' long-term goals and risk tolerance; monitors, analyzes, and projects cash flow needs and considerations.
- Assists the Chief Investment Officer - Retirement with reporting requirements related to the Comprehensive Annual Financial Report and the annual Actuarial Valuation Report; assists in the preparation of the Quarterly Performance Report.
- Assists in the review and analysis of investment-related contracts and documents with legal counsel and consultants; summarizes and communicates appropriate contract information to Operations staff; approves investment manager invoices for payment; prepares, monitors and reports on budget for investment fees, commissions and other investment-related costs.
- Assists in the development of requests for proposals; and the review and evaluation of investment and vendor proposals; conducts initial assessment of investment viability, assesses key investment risks, and performs reference checks.
- Assists in the identification and development of optimal investment reporting formats, performance benchmarks, and tools and/or systems.
- Supervises, trains and provides ongoing oversight and direction to the Retirement Investment Analyst Level I/II regarding the various models, tools and systems used by SCERS to monitor, manage and report on activities related to the investment program.
- Assists in the preparation of investment-related agenda items and with the composition of minutes for Board of Retirement meetings; identifies and makes recommendations regarding potential subjects for investment education at the Board of Retirement level.
- Develops surveys on behalf of SCERS to obtain information from other retirement systems; analyzes and reports on survey responses; responds to surveys and/or reviews responses to surveys prepared by other SCERS staff.
- Performs related duties as assigned.
EMPLOYMENT STANDARDS

Ability to:
- Manage, coordinate, monitor and evaluate the activities of multiple outside investment advisors.
- Identify potential investment opportunities suitable for the institutional portfolio. • Understand and assess the quality, accuracy, and reliability of manager and consultant reports and the application of such data.
- Isolate critical investment data to assess financial risk of investment options.
- Accurately analyze and interpret market and financial conditions.
- Evaluate complex investment transactions.
- Evaluate investment manager contracts.
- Understand, interpret and apply applicable investment laws, rules, and regulations.
- Formulate and make recommendations on investment policies and strategies.
- Learn, understand and apply Retirement Board policies and objectives with respect to investment strategies.
- Prepare and present reports on portfolio performance and investment activities.
- Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and recommendations.
- Communicate clearly and effectively, both verbally and in writing.
- Operate a variety of office equipment, such as computers, scanners, copiers, faxes, etc.
MINIMUM QUALIFICATIONS
Five years of progressively responsible professional investment experience, which included conducting, managing, advising, and/or overseeing investment activities on behalf of others.
AND
A Bachelor's degree or higher from an accredited college or university in Business Administration, Accounting, Finance, Economics, Public Administration or other field directly related to the intent of the class.
Desirable Qualifications:
A Master's in Business Administration (MBA) or certification as a Chartered Financial Analyst (CFA) are desirable, but not required.
GENERAL QUALIFICATIONS
Criminal History and Background Check:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures B-5, California Government Code, Sections 1029 and 1031, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of search of local, state, and national fingerprint files and accessing criminal history information, the candidate will be fingerprinted. In addition, a classifiable set of the fingerprints shall be furnished to the Department of Justice and to the Federal Bureau of Investigation. A subsequent arrest notification may be obtained.
The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks, Social Security Number verification, professional license/registration verification, military service information and driving history.
Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act
