RF Engineer - St. Louis Area
The RF Engineer is responsible for the design and optimization of new and existing wireless facilities while meeting capacity needs. Seeks total Customer Satisfaction through meeting subscriber demand and improving call quality. Solicits input from Sales, Marketing, and Customer Care while working with System Performance Engineers, Network Engineering, and Network Operations to achieve this goal.
- Budgeting: Supports the capital budgeting process. Monitors and adjusts budgets on RF sponsored projects.
- Capacity: Forecasts voice and data traffic. Designs and monitors air interface capacity reviewing with System Performance and Network Operations. Creates work orders to allocate and implement capacity additions and changes to RF network. Informs Network Engineering of requirements. Acts as the technical owner for implementation.
- New Cell Design and Selection: Identifies and justifies sites, issues SARF's, assists with site selection and acquisition, engineers RF design (coverage, capacity, frequency planning with neighboring markets), budget analysis, and coordinates and reviews site integration process. Works with regional teams to develop and implement long range market plans. Designs in-building coverage systems.
- RF Performance Assessment: Works directly with System Performance Engineers to review drive test data and network operational measures and to prioritize trouble areas.
- Regulatory: Coordinates and analyzes incoming/outgoing frequency/PN plans and extension agreements with neighboring carriers. Produces MPE and AM studies. Coordinates RF parameters for E-911. Coordinates RF data for FCC filings.
- Modification Design: Designs and implements system changes which improve or sustain quality performance of the network in a timely and effective fashion. Develops design modification options and recommends solutions. Acts as the technical owner for implementation and provides project support with System Performance Engineering, Network Operations, and Network Engineering.
- Communications: Maintains communications between all departments to promote open dialog to provide improvements to the customer's experience.
- Projects: Leads and/or participates in departmental related projects defining or refining processes and procedures.
- Travel: Required as needed.

- BSEE (Bachelor of Science in Electrical Engineering) or equivalent experience
- Experience in cellular/PCS design and optimization is preferred (Pilot Strength, Ec/Io, FER, and Mobile TX Power)
- Knowledge of statistical and digital communications, antennas, propagation, link budgets, and the CDMA2000 air interface standard is preferred
- 3 to 5 years relevant work experience
- Knowledge of operational measurements is preferred
- CDMA2000 packet data experience is preferred
- Experience in new cell site acquisition preferred (zoning hearings, site design, regulatory, integration)
- Experience with Propagation tool (Planet EV preferred)
- Capacity (traffic) planning experience preferred
- Site/Network optimization experience preferred
- Excellent verbal and written communication skills
- Proficient with MapInfo and MS Office - Word, Excel, Access, PowerPoint, required
- Capital budgeting experience desired
- Networking and Network Operations experience in RF Engineering is preferred
