Risk Chief Operating Officer recruitment
The role holder will act as de facto Deputy to the Chief Risk Officer in all material meetings as required. They will have overall responsibility for providing strategic leadership and delivering a world class business support/performance model and infrastructure. They will work on behalf of the CRO with the Head of Operational Risk to define the Ulster Bank approach to the Three Lines of Defence and lead the development of performance metric and KRI/KPI. They will also lead the development of appropriate governance standards across the CRO organisation and all the for a which the CRO chairs or is represented on.
The role holder will challenge and review the overall remuneration strategies and application across the bank in terms of consistency with the stated risk appetite and governance standards. They will represent the CRO and have oversight of all major project activity. They will champion cultural change across the bank and challenge the “tone from the top”. The role holder will create and maintain linkages between Risk and the other material business areas within Ulster Bank and work closely with the COO and CAO of RBS Group Risk to ensure alignment of the Ulster Bank agenda as appropriate with the wider Group agenda.
Major Activities and Responsibilities
- Accountability for ensuring that the Risk function is firmly established as an efficient and effective function and that it is able to provide the required services to support the Ulster Bank Group, while fulfilling its risk management and control responsibilities.
- Responsible for creating and maintaining a leading edge business management support infrastructure to the Risk Function in Ulster Bank to execute administrative duties in line with RBS Group policies
- Ownership for delivery of the Risk function Operating Model strategy – tracking delivery against, prioritisation and resourcing of key priorities.
- Take a lead role in driving major cultural change within the function
- Launch and embed lean disciplines across Risk function to improve process efficiency and release capacity to great value add activity.
- With CRO, drive the centralisation and standardisation of processes and activities, including investigating options for cost savings.
- Establish and ensure effective operation of governance framework across Risk function.
- Responsible for Cross Risk Programmes and Projects e.g. AML
- Lead on design, implement and embed processes, tools, systems, and initiatives that deliver world class risk capability through highly motivated and capable Risk people.
- Responsible for the delivering the Risk function strategic people agenda; set up, delivery and embedding of the People Board within the Risk function. Providing leadership and strategic direction to ensure actions are being taken to meet the objectives set for the People Board and sub work streams.
- To provide information services including reporting infrastructure, data management, information quality and reporting services to Risk function to support decision-making and control obligations.
- Responsible for implementing appropriate people strategies/processes/principles consistently across the Risk function that meet as a minimum internal and regulatory governance and undertaking regular monitoring to ensure compliance.
- Responsible for deploying and maintaining effective communications channels across the Risk function to ensure regular two-way communications between people in the Risk function and the Risk Board.
- Responsible for the risk budget and ensuring that financial management of this is line with agreed expectations.
Other Significant Role Requirements:
- Engage with Executives/senior management across UBG and RBSG, be a key member of Risk leadership team, and represent Credit Risk at appropriate internal and external (eg CBI, FSA meetings as required).
- Membership of the Executive Risk Committee
- Member of the Risk Leadership team
- Presentations to the Board Risk Committee as required
- Execute projects on behalf of the CRO, Ulster Bank Executive Risk Committee and Risk Board.
- Own the people and communications plans for the Risk function
- Manage the governance framework for Risk function
- Identify and manage ongoing engagement with relevant functional partners (Finance, HR, Business Services)
- Lead the property strategy for the Risk function
- Represent the Risk function at appropriate committees and forums
- Provide leadership to the COO team
- Work with other COO’s in Divisional Risk and across RBS Group
- Source and review industry best practice for Risk functions (processes, processes, Op model etc.)
- Ensure Risk function has effective structure and resources in place in order that it can achieve its strategy
- Ultimate sign off for specific key processes and expenditure.
- Implement and maintain business continuity planning for Group Risk and the Risk function and responsible for establishing and maintaining the Critical Incident Management process.
- ICG representative for Risk
- Lead on ensuring all Operational and Regulatory risk controls and policies are embedded in the Risk function.
- Act as key interface with HR to ensure effective deployment of core HR processes and initiatives across Risk function.
- Responsible for setting of and delivery against core KPIs for Risk
- Support the CRO in defining and implementing a COO structure and selecting a high quality leadership team appropriate to support the Risk function, consistent with the Risk function key operating principles and operating model.
- Ability to inspire, motivate and lead a team a large team.
- Proactively sharing knowledge within the team.
- On behalf of CRO develop, refine and secure budget and monitor performance against budget for the Risk Function.
- Identify and deliver programmes of work to deliver cost savings to meet objectives set by CRO.
- Implement mitigating actions where actual expenditure is forecast to exceed budget.
Essential Criteria
- Delivery of significant projects and programmes of change, including people and processes components.
- Proven ability to lead and develop large teams of multi-skilled professionals including recruitment and performance management
- Proven experience of supporting executive management and senior stakeholder management.
- Worked within regulatory regime applicable to operational businesses in the financial services industry.
- Business management of a function including financial management e.g. Budgets, Profit Loss and Forcasting
- Detailed understanding of Risk Management and Control processes appropriate to a financial services firm such as Credit, Market, Operational and Regulatory risk systems.
