This position assists in identifying the areas of inefficiency over/underutilization of staff, improvement of delivery of service to the Kaiser Permanente membership and cost-effective achievement of goals. Responds to the needs of the organization based on concerns raised by the CSA's, the membership, and employee population. Essential Functions: - Assists in the development, justification, monitoring of budgets for TPMG, KFH, outside funded projects - Acts as liaison to administrative offices of federal, state, private funding agencies for development of subcontract arrangements submission of contract deliverables - Develops grant application for research funding - Edits, negotiates, prepares legal agreements between Kaiser Permanente various universities, pharmaceutical companies, foundations - Ensures that budgets are appropriate - Provides consultation to physicians at Northern California Region medical facilities regarding research proposal development, submission, execution - Reviews, coordinates, submits all externally-funded research proposals from all regions to the appropriate funding agencies - Serves as liaison to facilities design, construction team, architectural staff for the relocation of DOR - Develops PMR budgets justifications monitors project progress - Participates in business operations interest of the staff - Acts as liaison to regional TPMG administration for DOR interests - Ensures adherence to governmental regulations governing the administration of grants contracts Qualifications: Basic Qualifications: - Significant experience (usually 5+ years) in research administration - Bachelor's degree or equivalent experience in Business or related field - Masters degree preferred - Proficiency in computer word processing, spreadsheet, and database program - Excellent personnel management and interpersonal skills required - Ability to interpret and apply federal regulations and organizational policies and procedures relative to the administration of research activities - Must be able to work in a Labor/Management Partnership environment Preferred Qualifications: - Experience within a large Research Department, specifically within a busy Grants Contracts office, preparing and/or managing grants and contracts from NIH, State agencies, private foundations and pharmaceutical/biotech companies preferred. - Ability to interpret and apply federal regulations and organizational policies and procedures relative to the administration of research activities. - Ability to manage a large volume of projects with concurrent deadlines required, work independently and use sound business practices in carrying out job duties. - Experience/knowledge of Clinical Trials operations/research administration preferred. Othe Duties: - Provide pre and post award Grants Contracts administration support to DOR's investigators and their staff. - Specific duties include the development and preparation of grant/contract applications, including clarification of policies with funding agencies; preparing and editing budgets and budget narratives; ensuring all application directives are met and responded to appropriately under strict deadlines. - In coordination with other DOR and Regional staff, assist Investigators with project management, budget management and budget projections;coordinating and preparing annual progress reports, performing close-out procedures and subcontractor/IC monitoring. - Monitor grants/contracts and ensure compliance with regulatory guidelines in collaboration with fellow research administrators. Maintain research project and general resource databases. - Duties may change as required by varying demands of the position. - Strong computer background with proficiency in database use, MS Excel and Word strongly preferred. - Excellent interpersonal and communication (verbal and written) skills strongly preferred. - Must possess strong organizational skills and attention to detail and function effectively under pressure of deadlines and frequent interruptions in a busy environment while maintaining a pleasant demeanor. ++ This position is expected to continue for 1 years work or pending continuation of grant/contract funding ++
