SAFETY DIVISION DIRECTOR Job in Phoenix 85007, Arizona US
The Arizona Corporation Commission is seeking a Division Director to lead the Pipeline and Railroad Safety Division. This Division is charged with enforcing Federal and State safety regulations, and providing information and guidance to operators and other interested parties, to ensure that all Arizonans have pipeline facilities and railroad systems operated and maintained in as safe a manner as possible.
This Division Director is responsible for the oversight of major safety programs covering interstate and intrastate gas and hazardous liquid transmission and distribution systems, as well as railroads and heavy rail lines within Arizona. This leadership position reports directly to the Commission's Executive Director and manages the activities of over 20 employees in the Pipeline and Railroad sections, including supervisory, administrative, and inspection personnel. The Division Director oversees involvement in public safety programs such as Operation Life Saver and One-Call and master meter gas facilities inspection program; and ensuring any federal programmatic/financial requirements are appropriately completed on behalf of the Corporation Commission.
Knowledge, skills, and abilities needed for the position include:
*Managerial ability to delegate authority to the supervisory personnel overseeing the varied disciplines making up the Safety Division, while maintaining overall responsibility for Division activities and tracking goal achievement
*Knowledge of federal and/or state programs dealing with a regulatory environment
*Knowledge of basic legislative and general governmental procedures and rules
*Knowledge of administrative practices and general business standards and concepts (including accounting, budgeting, procurement, and data analysis/ presentation)
*Ability to effectively interact with and direct a diversity of personnel, operations and technical programs
*Ability to read and comprehend summaries of technical material in the Pipeline and Railroad industry
*Communication and presentation skills necessary to positively represent the Division before the Commissioners in proceedings/meetings when required, to address large groups or speak one-on-one with technical experts in the industry
*Ability to develop programs and establish goals to be achieved by the safety experts making up the respective operating groups
*Must be able to oversee and review enforcement and compliance programs
A Bachelor's Degree in management, business, engineering or related field is required. The successful candidate will have prior experience in managing and directing a multi-faceted operational organization. Safety Division functions require a significant amount of field work encompassing inspection of construction and maintenance programs, and application of federal, state, and industry standards and enforcement of these standards. Candidates should have acquired similar experience in the industry or with a governmental entity. Specific knowledge of the pipeline or rail industries is desired but not required. The Division Director is expected to have both the ability and commitment to understand matters relevant to safety regulation of pipelines and railroads, and to develop expertise over time.
