Section Manager II

The Position

-Manages staff regarding the analysis and resolution of complex technical transportation corridor development planning, special studies, long-range strategy, procedural issues, and schedule impacts to ensure that the goals of these programs are met.  Prepares and maintains the section budget; manages project resources and controls.  Manages and oversees the development of technical reports from staff, consultants, affected public agencies, and others to meet project goals and schedules.  Approves changes to plans, proposals, designs, procedures, staffing, schedules, and/or project organization to ensure effective project implementation.  Negotiates, coordinates and facilitates conflict resolution.  Ensures consistency between assigned projects and studies with the Agency’s internal departments, external contractors, external agencies at the cities and regional levels, resource agencies, local jurisdictions, stakeholders, the general public and others.

-Oversees and conducts confidential planning studies including assessment/ investigations, feasibility studies, technical input and review of technical multi-modal corridor, feasibility and conceptual engineering studies from consultants and staff.  Ensures required changes to designs, procedures, staffing, schedules, and/or project organization are completed.  Ensures corrections to conditions that may adversely affect the completion of project studies on schedule and within budget are implemented.

-Negotiates, coordinates and facilitates problem resolution of assigned projects and studies with the agency’s internal departments, external contractors, external agencies at the cities, regional, state, and federal levels such as the Federal Highway Administration, Caltrans, resource agencies, local jurisdictions, stakeholders, the general public and others.

-Makes presentations to the Agency’s Board of Directors (Board), its standing committees, communication groups, executive staff, and professional organizations.    Represents the Board as well as acts as liaison between the Board of Directors and executives, elected officials, and decision makers associated within cities, special interest groups, and the general public.

-Oversees as well as prepares scopes of work for contract documents for advertisement as well as develops funding and budget requests for Board consideration to support transportation planning and Corridor studies.

-Advocates corridor transportation and project studies’ issues including transportation benefits, tentative schedules and related information.  Communicates the Board’s position on issues and activities to city and regional representatives, associations and advocacy groups.  This includes written and oral testimony, reports, applications, and other forms of communication as deemed appropriate.  Fosters consensus through development of strong working relationships.

-Oversees the development and administration of contracts and cooperative agreements with external vendors regarding project schedules, budgets, and payments.  Ensures accurate and timely tracking of costs and projects’ milestones to ensure appropriate funding allocations are in conformance with the agreements.  Oversees changes to project scopes and balances cost requirements with funding availability.

-Serves on regional and statewide committees and groups to strategically plan and collaborate on corridor and project studies’ planning, and conceptual engineering studies.  Guides the development of these plans and studies through sensitive public issues and seeks to meet technical and design concerns of various public/private entities and/or agencies.

-Leads the Section by example in order to increase productivity, morale, efficiency and team spirit.  Encourages growth, and initiative.  Ensures interactive communication and feedback through meetings, collaborative projects, as well as measured outcomes.  Spends time discussing staff’s aspirations and professional goals and how best to align these with future departmental/Agency goals and business needs.  Provides challenging assignments as developmental opportunities.

 

Qualifications

Any combination of education and experience equivalent to a bachelor's degree in Transportation Planning, Urban Planning, or related technical field and training in public transportation with approximately five to eight years of progressively responsible public transportation planning experience managing large and complex planning studies.  Three years of previous management transportation planning experience is preferred.  A Master’s degree or a Project Management Professional (PMP) designation, as well as environmental expertise are preferred.
