Senior Acquisition Analyst

Stanley Associates (wholly owned subsidiary of CGI Federal) is looking for a Sr. Acquisition Analyst to work in our Washington, DC location. The selected candidate will Provide mid to senior level contract support for NAVSEA program office. Duties and or responsibilities include:

• Responsible for acquisition and government contract management for NAVSEA program office.
• Requires understanding of NAVSEA command and execution processes, Planning, Programming, Budgeting and Execution (PPBE) process and Joint Capabilities Integration and Development System (JCIDS) process.
• Initiate and manage multiple contract types, including Cost plus Fixed Fee, Cost plus Incentive Fee and Firm Fixed Price across all Navy appropriations.
• Responsible for the generation of Procurement Requests (PRs) and Request for Proposals (RFPs).
• Responsible for interface with the program office to determine requirements and executing mission oriented solutions.
• Responsible for generation and management of Technical Instructions and the tracking of Contract Data Requirements List (CDRL) submissions.
• Responsible for requirements generation, cost estimating and budgeting for ACAT I level program. Responsible for proposal evaluation and Technical Audit Reports (TARs).
• Requires good communication skills, both verbal and written, excellent organizational skills, the ability to establish and maintain working relationships with internal and external customers and the ability to work independently and take a proactive role.

Requirements
Bachelors Degree or equivalent experience and a minimum of 10 years of directly related work experience required. High School Diploma or GED equivalent and a minimum of 15 years of directly related work experience can be substituted in lieu of degree.

Additional Requirements
• Ability to successfully complete the CGI Background Investigation to include; 50 State Criminal, Education and Employment; Additionally, your ability to successfully complete a Credit and/or Driving Records Checks may be conducted if required by the contract for continued employment.
• Possession of an ACTIVE SECRET security clearance is required to begin employment; US Citizenship is required.
• Requires contract management experience and understanding of all Navy appropriations.
• Knowledge of Earned Value Management.
• Familiarity with Standard Procurement System (SPS) and Enterprise Resource Planning (ERP) system.
• Knowledge of FAR, DFAR, government acquisition regulations and all government contract types.

Preferred
• Certified Federal Contracts Manager (CFCM) preferred, but not required
