Senior Biomedical Engineer/Site Coordinator
JOB SUMMARY:
Coordinates a full time site-specific Clinical Technology Management Program tailored to the needs of the health care facility. The functions, detailed responsibilities, qualifications and core competencies of BMET Senior Level and BMET Supervisor apply to this position.
MAJOR DUTIES AND RESPONSIBILITIES:
Administrative
- Consolidate clinical equipment inventory through the use of the ISS Solutions Clinical Equipment Inventory System.
- Review and consolidate vendor contracts for optimum service and cost effectiveness.
- CTMP Site Coordinator will receive all clinical equipment outside vendor contracts and maintain an ISS Solutions formatted database record. Provides advisory information to the hospital identifying alternative vendors.
- Administers, identifies alternative vendors, involved in negotiating contracts between ISS Solutions and sub-contractors.
- Analyze equipment maintenance history reports to assist the hospital in planning for equipment replacement.
- At the hospital's request, participate as an advisor in pre-purchase planning and evaluation of projected equipment acquisition..
- Identify various vendors under consideration and collect detailed information about their products.
- Provide assistance to the hospital's Purchasing Department in the development of bid specifications and review of bids received.
- Prepare and review the hospital's specifications needed to support the proposed equipment.
- Participate in the capital budgeting process, and review and prioritize capital equipment requests for the hospital's annual budget.
- Develop and implement in-service training on electrical safety and operator use of equipment.
- Participate on the hospital's safety committee.
- Present program results at each meeting.
- Identify and report to the committee any trends related to equipment failures and user errors. Recommend corrective action.
- Advise the committee of product alerts, equipment related recalls, modification notices, and equipment safety hazard alerts. Assist in developing and implementing an appropriate plan of corrective action.
- Works in cooperation with the hospital's Risk Manager to review patient care equipment incident reports and recommend corrective action needed.
- Assists in developing criteria for identifying incidents to be investigated.
- Assists in arranging for outside, independent, expert assistance when needed.
- Advise safety committee on appropriate course of follow-up action or suggest ways to avoid similar occurrences.
- Responsible for management of the insurance service option of the CTMP. Responsibilities include:
- Contact the vendor for service;
- Provide the ISS Solutions Insurance Coordinator with service documentation;
- Provide technical assistance with the insurance claims representative on disputed claims;
- Review insurance activity with Insurance Coordinator;
- Coordinate and Negotiate renewals of policies.
- Performs any and all assignments within his/her capability as may be required to meet overall CTMP objectives.
Financial
- Monitors and approve expenditures to ensure cost effectiveness and compliance.
- Monitor and reduce ancillary operational service costs and document savings to Operations Management.
- Review costs that will effect hospital budget with hospital Administrator.
Operations
- Schedule the necessary safety and functional tests and preventative maintenance for all clinical equipment.
- Develop and assign written inspection and preventive maintenance procedures to each piece of clinical equipment listed in the inventory.
- Prioritize equipment repair in coordination with the user departments.
- Manage the spare parts inventory to assure that stock levels are maintained in a cost-effective manner.
- Coordinate the purchase of parts with the hospital or the ISS Solutions Materials Management Department.
- Ensure the completion of scheduled and non-scheduled work to meet hospital and JCAHO standards.
- Establish quality control measurements.
- Perform technical level responsibilities of a Sr. BMET.
Human Resources
- If ISS Solutions is "vendor" to provide clinical equipment services:
- Working closely with the Regional District Manager, assume active role in the recruitment/selection of new service technicians.
- May conduct performance appraisals of direct reports in multi-employee contract locations.
- May be designated by District Manager to initiate disciplinary action and handle grievances in accordance with ISS Solutions policies.
- Identify staff training needs; develop or assist with developmental training programs to meet needs; implement programs and evaluate effectiveness.
- Possess a good working knowledge of ISS Solutions Personnel Policies and Procedures.
- If service vendor is "not ISS Solutions":
- Evaluate vendor and individual service technician effectiveness.
- Report vendor's ineffectiveness to hospital administration.

SKILLS AND ABILITIES:
Must have five to eight years of experience as a BMET with supervisory responsibilities in a health care institution or with a clinical engineering program. Must be knowledgeable of clinical equipment Maintenance and patient care facility issues. Must be able to judiciously apply current JCAHO regulations and standards.
EDUCATION AND/OR EXPERIENCE:
Associates Degree in Medical Electronics or military equivalent.
