Senior Compliance Manager recruitment
Purpose of the job:
The role of the Compliance unit is to assist Management in ensuring to a reasonable extent and on a Bank-wide basis that the activities of the BIS and its staff are conducted in conformity with the laws and regulations applicable, the BIS Statutes, the Bank’s Code of Conduct and any other relevant rules and policies, and, more generally, with sound practices pertinent to those activities. On the basis of the Bank’s Compliance Charter, the compliance function identifies and assesses compliance risks, guides and educates staff on compliance issues, and performs a monitoring and reporting role – including, in cooperation with the Bank’s Legal Service, an advisory role.
Principal accountabilities:
- In charge of assessing, identifying and documenting on a proactive basis the compliance risks associated with the Bank’s activities
- In charge of assessing the appropriateness of the Bank’s compliance procedures and guidelines, promptly following up any deficiencies identified and, where necessary, formulating proposals for amendment
- In charge of assessing potential conflicts of interest at the BIS and proposing, where appropriate, measures to the relevant manager(s) in order to avoid such situations
- In charge of monitoring banking/asset management and procurement processes for fraudulent activities
- In cooperation with the Legal Service and relevant business units, provides guidance and advice to staff on the appropriate implementation of the relevant laws, rules and standards through internal policies and procedures
- In charge of supporting senior management and line managers in educating staff on compliance issues; acts as a contact point within the Bank for compliance-related queries from staff members
- Monitors compliance by performing sufficient and representative compliance risk assessment and testing – including performing spot checks to test compliance with policies and procedures, conducting inquiries into deficiencies and/or infringements, and carrying out investigations
- Responsible for monitoring cash flows between the BIS and its customers and counterparties; acts as an anti-money laundering officer. Advises the Banking Department on suspicious activities; has the authority to reject incoming funds or refuse the execution of a payment
- In charge of monitoring compliance with the Bank’s Personal Account Trading Rules
- Authorised to enter all areas of the Bank and have access to any documents and records considered necessary for the fulfilment of his/her responsibilities, and to require all members of Management and staff to supply such information and explanations as may be needed within a reasonable period of time
Qualifications and skills required:
- University degree in law or finance, or equivalent professional qualification
- Professional qualification in a compliance function
- In-depth knowledge of banking operations and accounting activities
- Excellent drafting skills in English
- Excellent interpersonal skills
- Personal initiative, multicultural sensitivity
- Computer literacy
Work experience required:
- Proven experience in a compliance, audit, controlling or related function with respect to a major financial institution
- Experience working in an international environment or dealing with cross-border issues
- Five to 10 years’ relevant experience
The BIS employs staff on both open-ended and fixed-term contracts. However, all new entrants are initially recruited on a fixed-term basis.
