Senior Credit Risk Officer

10-20 years in Banking industry or equivalent performing Financial/Credit/Investment Analysis and report preparation. Knowledge of banking industry, NRSRO rating systems, and financial models. Understanding of domestic and foreign accounting rules, banking regulation, and financial markets.

Scope:

1) Supervise junior analysts in the preparation and presentation of haircut validations of private label and agency securities to the Credit Risk Committee.

2) Work with Calling Officers and Collateral Services to monitor the credit quality of members to anticipate collateral category changes as well as to recommend haircut changes due to weaker credit quality and weaker district economic conditions. Conference calls, member visits are required to prepare appropriate credit reports. 

3) Supervise junior analysts on all calls and customer visits.

4) Prepare credit reports for members, counterparties, vendors, etc. requiring no supervision by the Director of Credit Policy. 

5) Supervise and train other analysts to ensure their credit reports written include all necessary credit criteria and are well written for approval by the Director of Credit Policy.

6) Review ratings of the investment portfolio and analyze credit quality of securities collateral pledged to the FHLBNY to assure credit quality.

 7) Assist Director of Credit Policy with any project assigned by Senior Management, including the supervision of other analysts to complete the work.

 

Function:

1. Provide credit analysis of financial institutions: members, foreign and domestic banks, securities broker-dealers, mortgage originators, servicers, housing associates, etc.   Perform detailed analyses and formulate recommendations with little or some guidance. Give presentations and recommendations to Credit Risk Committee (“CRC”).

 

 2. Supervise junior analysts to ensure well documented and well written credit reports as well as supervising the preparation of the securities haircut validation memos for the CRC.

 

 3. Update credit guidelines for all securities pledged as collateral – RMBS and CMBS.

 

 4. Work with Collateral Services to review mortgage loans to set haircuts or other credit related guidelines.

 

 5. Prepare Pipeline model on monthly basis for securities pledged as collateral to review credit quality of underlying collateral.

 

 6. Prepare statistical reports that are used to monitor investment assets as well as ratings for members and counterparties.

 

 7. Prepare all Board of Director and CRC reports including overall credit risk memo of both the investment portfolio and money market investments. 

 

  Essential Duties:

1. Act as deputy manager of the department in the absence of the Director of Credit policy handling all credit matters.

2. Prepare credit reports to assign collateral categories and collateral haircuts for members.

3. Supervise junior analysts to write comprehensive, detailed and   accurate credit reports.

4. Perform analyses for counterparties and vendors as well as members.

5. Maintain and assign appropriate haircuts for securities and mortgage collateral pledged.

6. Review and recommend housing finance agency investments on a pre-transaction basis.

7. Perform analysis of HFA investments for new purchases and  the MBS portfolio in general for monthly monitoring.

8. Utilize data from internal credit risk models to implement credit risk assessments of structured finance, housing finance agency and unsecured credit portfolios.

9. Prepare departmental reports (BOD, CRC).

10. Create management presentations.
