Senior Economist (Central CCAC)
Provide valuable expertise and insight into the organization’s fiscal planning
A strategically oriented, analytical thinker, adept at fostering and maintaining good relationships with various stakeholders and information sources in order to obtain critical information needed for the analysis of factors affecting community health care, you will plan, lead and conduct complex economic and financial analyses to support the effective planning of client services in the Central CCAC. As Senior Economist, you will also forecast expenditures, taking into consideration cost drivers, and provide advice and interpretation in relation to service strategies and program delivery options.
Reporting to the Director of Finance, you can expect to:
- Provide expertise and insight to the organization’s fiscal planning based on economic and financial analysis
- Work closely with internal and external clinical experts in order to lead and develop forecasting models and parameters to support multiple funding restrictions, conditions and requirements, including evaluation of cost drivers, policy or program changes, and risk factors
- Lead, initiate and manage economic and financial analysis for the quantification and evaluation of factors and issues affecting community health care, e.g., demographics, hospital, community and other health care trends, vendor pricing, utilization, etc.
- Provide expertise and insight in the government funding mechanism to ensure that Central CCAC maximizes resources while providing excellent quality service and supporting strategic directions
- Develop modeling results and/or recommendations for operational changes and present to senior and client service management
- Provide leadership and expertise in developing and assessing strategic directions, policies and program options for the delivery of services provided by the Central CCAC, with emphasis on the economic factors and impacts associated with customer needs and program delivery
- Provide ongoing economic analysis and assessment of the pricing of community case services, as well as develop and cost viable alternative options for assessing and managing services, e.g., renting vs owning, and provider service vs direct services
- Develop and maintain liaison with a broad range of stakeholders and information sources in the health care, pharmaceutical and health economics fields to obtain or discuss information on trends and developments affecting community health care
- Participate as a senior-level resource on provincial discussions related to forecasting and analysis of fiscal issues

Essential Qualifications:
- Post-secondary degree in Economics or Math, preferably at the graduate level
- At least 5 years of forecasting / modeling experience
- Healthcare experience is preferred
- Knowledge of the principles, methodologies, issues and trends related to micro/macro economics, health economics, including economic and financial modelling, analysis and forecasting, statistical analysis, financial impact analysis, and cost benefit analysis, in order to plan and lead analytical studies and provide policy and program recommendations
- Knowledge of the standards, policies, legislation, practices and issues associated with community health care in order to analyze and interpret information within the context of the Community Care Access Centre environment
- Knowledge of data management, economic and financial modelling tools and methodologies, software (e.g., project management, presentation, word processing, spreadsheet and database) and Internet technologies to develop complex economic models, establish internal information systems, analyze data, and produce high-quality reports
- Knowledge of project management principles, approaches and methodologies in order to coordinate and lead economic analysis initiatives
- Strategic orientation, analytical and conceptual skills to evaluate the impact of various factors and trends on Community Care Access Centres and formulate strategies and options
- Communication, consultation, presentation and client relations skills to synthesize and present complex analyses in clear, understandable terms and consult extensively and tactfully with internal and external stakeholders and information sources
- Ability to mentor financial analysts on forecasting and modeling techniques and best practices
Community Care Access Centres (CCACs) have a unique mandate within Ontario’s health care system. Each year, over 600,000 Ontarians count on their local CCACs to help them navigate the complexities of the health care system and access quality care and support. CCACs play a dual role in meeting evolving community needs: they facilitate the delivery of community health care services by overseeing and managing contracted service providers; and they provide direct clinical care through innovative new programs and services such as the School Mental Health and Addictions Nursing Team and the Rapid Response Nursing Team.
