Job ID: 4495 Position Description: This position is responsible for the technical support for handling environment, health, safety, training and industrial hygiene issues for identified Bulk facilities in the Upper Rivers Region. The Senior EHS Specialist position will also have an emphasis on reducing MSHA violations for assigned MSHA facilities. Position oversees the compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with external legal and regulatory personnel and agencies. Position Requirements: Educational Requirements Bachelor's Degree in Engineering, Environmental Science, Industrial Hygiene/Safety Management or related Natural Science and/or 3-5 years of related work experience. Job Requirements -Experience at operating terminals (bulk, MSHA facilities). -Proficient written and verbal communication skills, people skills, and an ability to work under pressure within deadlines as required -Ability to conduct effective MSHA/EHS training; have or ability to obtain MSHA Instructor certificate desired. -Ability to manage multiple projects simultaneously-under pressure within deadlines. -Ability to provide quick and efficient responses to sensitive issues where a high level of technical, systematic or emergency thought processes is required -Ability to evaluate and offer advice and implementation of solutions due to complexities of health, safety, training, and industrial hygiene issues -Excellent command of EHS, MSHA, Coast Guard and the ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism. -Ability to work with a team, take direction from Manager, focus attention on details, and follow work rules. -Must exhibit ability to function with limited supervision and at times will be assigned the task of coordinator or project manager depending upon the nature and scope of applicable projects. This will include both capital and expense projects -Ability to implement policies and procedures that are protective of the environment, personnel, equipment and Kinder Morgan business interests -Proficiency with computer applications, including Microsoft Excel, Word, and Outlook. -Travel and extended periods of time working outdoors is required. -Must possess and maintain a valid driver's license and a satisfactory driving record as determined by the Company. -EHS oversight and strategic plan implementation -Conflict resolution -Advise commercial / sales staff regarding EHS implications associated with storage and transfer of new commodities -Participate in Technical Working Groups; industry and trade association initiatives and workgroups; implement compliance strategies -Coordinate audits and agency inspections -Coordinate customer and neighbor interaction (customer requests, CAER, community relations, vendors/consultants, agencies, customer audits) -Ensure compliance with all Federal, State, and Local EHS, MSHA, Training, and Industrial Hygiene rules and regulations -Maintain all required EHS records necessary for compliance. -Permitting - research needs, identify conditions, prepare applications, manage compliance with permit conditions, resolve issues -Manage waste program -Regulatory inspection programs; -Liaison with regulatory and other external parties Facility-specific EHS manuals, programs, procedures and standards preparation, implementation, and review -Contractor safety program management; Loss control / risk management; Emergency planning and preparation including scheduling and conducting drills and exercises -MSHA training program; incident investigation. -Lead the SQE teams at individual facilities and participate as required in the EHS assessment program. Root cause analysis investigation of incidents and accidents. -Daily field presence is required to observe operations -Frequent communication with Terminal operations to review incidents and progress toward completion of prioritized safety and health action items -This position is a strong link between operations, and management staff which requires handling of multiple projects and issues with short deadlines -Requires contact with all levels of employees and management within Rivers Region and will deal with numerous Federal, State, and Local regulatory agencies and consultants -Required to carry a company-provided cell phone, and be available to respond during working and non-working hours -Must be able to work with a team, take direction from supervisor(s), adhere to required work schedules, focus attention on details and follow work rules -Must be willing to spend extended periods of time in the outside observing operations, conducting inspections, training employees, and assisting with procedure development -Must be able to obtain a TWIC card Preferred Experience, Skills, and Knowledge -Proficient command of MSHA regulations and ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism is imperative -Requires working knowledge of regulations, policies, and prevailing cultures of Terminal operations and strong communications skills with employees, supervisors, and regulatory agencies -This position is a strong link between operations, and management staff which requires handling of multiple projects and issues with short deadlines
