This position will be based out of the San Ramon, CA West Region office (City in California could be negotiable). This position reports to the South Regional SES/National NAIG Environmental Manager located in Houston, TX and will have direct environmental compliance support responsibility for multiple facilities located in the West Region such as Pittsburg, CA, Ontario, CA, Benicia, CA, Wilmington, CA, Adelantro, CA, Fontana, CA, Long Beach, CA, Richmond, CA, Fife, WA, Ferndale, WA, Bellingham, WA, Garfield, UT, Green River, WY, Kirtland, NM, Morenci, AZ, and others as directed by the South Regional SES/National NAIG Environmental Manager. RESPONSIBILITIES:

Provide support to South Regional SES/National NAIG Environmental Manager in developing, executing, and maintaining region compliance with all environmental permits and air, waste, and water regulatory requirements.A working knowledge of California environmental regulations and their application is preferred.

Track the application of the California Cap and Trade program for NAIG California facilities impacted by it.

Creation and maintenance of environmental management systems database to comply with air, and water permits and air, water, and waste regulations

Provide assistance to the plants and regional SES specialists for environmental compliance reporting including, but not limited to CEMS reports, LDAR, Title V, Stack Testing, Annual Waste Summary, Emission Inventory, GHG Reporting, TRI Report, Tier II reports, Ozone Depleting Substance tracking and reporting, and Discharge monitoring reportsServe as a point of contact and provide technical support for environmental compliance questions for facility staff and regional SES specialists.

Identify training required for environmental (air, water, waste) permitting compliance and work to help implement training to operation, engineering, and other facility staff

The candidate must be able to interface with State and Federal Regulatory Agencies and key customers on permit applications, permit negotiations, agency inspections, enforcement issues and reports.

A Bachelors degree in Environmental Engineering or a technical discipline plus 5+ years environmental experience in air, water, and waste. Regulatory knowledge including documented hands-on experience with air quality programs e.g. Title V, LDAR, CEMS, NSPS and MACT as well as exposure to RCRA, CWA, SWPPP, SPCC and NPDES compliance programs required. A strong working knowledge of the states of the assigned locations is preferred. Computer experience required with proficiency in Microsoft Word, Excel, and PowerPoint.
