Basic Function Leads highly complex and/or matrixed teams and plans at a strategic/tactical level. Manages the effective use of resources and directs assigned staff to design, develop, maintain, and implement major, highly complex system(s) and/or project(s)/program(s) supporting a business and/or technology area(s). Major Duties Responsible for creating departmental goals and objectives that align with business customer vision. Provides direction and thought leadership to ensure that information systems/programs/activities meet and/or exceed business customer expectations. Is a recognized leader in the effort to utilize and promote technology in support of the business strategy. Responsible for all aspects of the human resource management of staff under direct or indirect control, including training, development, and performance plans. Competencies Technical Knowledge Has a broad conceptual understanding of capabilities and direction of technology, in-depth knowledge of software development best practices and development methodologies (e.g. Agile, Iterative, Waterfall, etc.) necessary to build and/or support of assigned applications and/or projects. Partners with business leaders to identify and provide input into technology solutions. Problem Solving Decision Making Works with department and demonstrates advanced analytical and diagnostic skills dealing with issues that are ambiguous, lack known precedent or appear contradictory. Able to develop solutions by applying accepted processes or is able to create new approaches to leverage technology from abstract information. Sees the big picture, and is fully aware of technology and business directions. Has department, corporate and group objectives in focus while identifying and removing barriers. Optimizes the use of all available resources. Business Acumen and Partnership Demonstrates in-depth knowledge of multiple business units they are supporting. Establishes effective working relationships and works with business leaders to help identify issues, provide solutions and establish priorities. Ability to influence technology solutions that affect the business. Contributes to the creation of an atmosphere where business partner issues are dealt with professionally and in a timely manner. Financial Awareness Has budget responsibility for an organizational unit of 10 to 50 employees and/or a budget of between $2M and $15M. Accounts for all fiscal budgeting and expense control for area of responsibility. Demonstrates sound cost-effectiveness. Failure to achieve objectives will have a negative impact on the department and business area. Is responsible for information of importance and whose disclosure could harm the overall financial position of the company. Human Resource Management Maintains a work environment that stimulates the professional growth of all direct/indirect reports. Provides leadership by setting example for subordinates to follow. Effectively motivates subordinates to exert the effort necessary to attain organizational goals. Regularly assesses the effective use of staff. Responsible for the accurate and timely completion of all staff performance evaluations and development planning. Recruits and maintains effective staff members. Demonstrates a capacity to recognize, value and respect differences across a diverse work force. Ensures each technical role in their department has established training program/plan. Planning Project Management Insures all planning done on the area level is supportive of the business strategic plans. Appropriately delegates while maintaining accountability; sees that projects are assigned by workload and capabilities. Critical planning is required as modifications are difficult and costly and may impair achieving of departmental and corporate objectives. Team Orientation Maintains effective partnerships across the organization and is able to influence senior management, peers and subordinates through an inclusive style and recognition of their abilities and knowledge.
