Job Description Principal Duties and Responsibilities Manages multiple Economic Growth related USAID funded projects and oversees the day-to-day implementation of those projects to both ensure their successful completion within budget and scheduled time frame, award through closeout. Serves as an AECOM representative to USG clients at senior levels throughout the project life cycle, including entry and exit meetings; regular liaison to report project status; as-needed problem trouble shooting; and making oral presentations of project analysis and recommendations. Assumes a lead role in the technical preparation of new business proposals in the areas of trade, economic growth, competitiveness or private sector development. Includes recommending which bids and proposals to pursue, advising on staffing and team strategies. Serve as leader of the project management team, oversee all home and field office activities, and ensure effective and efficient coordination between the two offices Be thoroughly familiar with relevant U.S. and host country regulations and laws as well as AECOM policies and procedures, and be accountable for project implementation compliance with these regulations, laws, policies, and procedures In conjunction with Engagement Manager and Contracts Unit take accountability for project processes including contractual quality assurance, control and compliance; Working with Contracts Unit, oversee USAID approval requests process Take responsibility for project start-ups and closeouts including traveling to the field In coordination with Talent Acquisition Team; recruit consultants as required Review and approve monthly invoices to the client Monitor consultant and subcontractor performance Train, mentor and supervise Program Coordinators and delegate tasks to project team members Monitor project budgets and prepare initial drafts of budget modifications to be reviewed by Contract Unit Prepare accrual, pipeline, and cost-to-complete reports for both AECOM and clients as necessary Ensures that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to DEC or the Prime Contractor and properly archived in the home office filing system both in hard copy and electronically Ensure corporate/client branding requirements are met on all project deliverables Assist with new business proposal work as required including taking on a variety of roles including but not limited to travel to the field. Qualifications Masters or MBA and a minimum of 7-9 years direct USAID project management experience preferably with one of the larger USAID contractors Familiarity with USAID regulations and policies (including AIDAR and FAR regulations) Experience writing and leading new business proposals in the areas of trade, economic growth, competitiveness or private sector development Proficiency with Word and Excel software Excellent interpersonal skills, ability to work independently and in a team Strong organization and prioritization skills, interpersonal skills, and attention to detail Previous management experience of junior staff Experience living or working in developing countries preferred Fluency in a second language preferred Ability to travel abroad on short-term assignments
