Senior Manager – Secured Funding recruitment

The overall responsibility will be to:

• Management of the team responsible for the inclusion of Retail division assets (mortgages, credit cards and loans) in funding and liquidity trades, including securitisations, covered bonds and the Bank of England Discount Window Facility.

• To establish control frameworks aimed at ensuring that Retail is compliant with Group Capital and Intra-Group Limit policies and outstanding securitisations are appropriately managed.

• To oversee the development and implementation of technical solutions to enable the Retail Treasury team to deliver required outputs to manage the divisional balance sheet, capital and liquidity positions as required.

• To provide instrumental support and oversight in the implementation of  key projects in Retail Treasury, as well as significant input into other strategic projects as appropriate.

• Member of the Retail Treasury Management team

Daily, weekly and monthly duties:
 

• Develop appropriate solutions (e.g., covered bond, true sale or synthetic securitisation, bilateral sale etc..) to provide cost effective funding and/or provide contingent funding for the Group

• Act as a point of contact for rating agency, legal and prospective investors to co-ordinate the provision of all business disclosures appearing in offering circulars and legal documentation supporting transactions, giving due regard to US and UK/EU disclosure regulations (e.g. 10b-5 and 122a regulations)

• Develop and maintain strong relationships with business asset owning functional areas in the division to ensure they are informed of and engaged in planned transactions and the associated consequences for their business to encourage feedback and proposals for process improvements.

• Manage resources to oversee the Agreed upon Procedure process for transactions, liaising with Manufacturing Operations, business divisions and external auditors as necessary

• Establish and maintain plans for the Retail Division’s secured funding origination activity with the Group Treasury Secured Funding team, including ensuring that all Retail assets are suitable for inclusion in secured funding trades and originated in compliance with the Groups ‘Asset Enablement Policy’

• Provide resource to support Group Treasury in its assessment of asset portfolios in the Retail Division for inclusion in future transactions

• Identify factors preventing divisional assets being included in secured funding programmes and develop plans to overcome these barriers

• Represent the Retail Division in the development of a robust Group operating model for originating secured funding transactions

• Identify commitments being made by the Retail Division, when transactions are issued and ensure processes are established to ensure they are adhered to

• Represent the division at PIBs/PCCs established to deliver secured funding transactions/enable collateral (currently under the banner of the Secured Funding and Finance and Risk Transformation Programmes)

• Liaise with project teams delivering Government initiatives, such as the Asset Protection Scheme, to ensure these programmes do not restrict flexibility in issuing secured funding deals

• Establish frameworks and reporting processes to ensure divisional compliance with Group Capital and Intra-Group Limit policies

• Oversee the establishment of control frameworks to ensure that all business policy and product changes are assessed, prior to implementation, for their effect upon outstanding securitisation transactions

• Manage the development and implementation of technical solutions to enable the Retail Treasury team to deliver required outputs to manage the divisional balance sheet, capital and liquidity positions as required.

• Oversee the activities of the team

• Contribute to the formulation of execution of the core objectives of Retail Treasury as a key member of the management team
