Senior /Principal Manager, Operational Risk Mgt. recruitment
Role Overview
This is a new position for a full time operational risk manager (on a 23 month contract) within the Risk Management department reporting to the Director, Operational Risk and Information Security (Director ORIS), who previously fulfilled this role along with other duties. Line management are responsible for operational risks but the framework for reporting and monitoring is set and co-ordinated by the Director ORIS.
This is a full time role to continue to develop the Bank's framework for operational risk providing the overarching process for senior managers to identify/understand the risks they are responsible for, the controls mitigating those risks and to help optimise the control environment relating to operational risks. This role covers the whole Bank providing a global view of the Bank's operational risk components, controls and processes. Responsibilities include refreshing and updating the existing framework, developing reporting to senior management, assisting with the implementation of operational risk software and action plan monitoring. The Bank has implemented the key components of an operational risk toolkit, but these need to be reviewed, updated and refreshed in 2012.
The ORIS team comprises the Director, this operational risk role and two other professional staff one: with responsibility for developing the Bank's information security risk management capability and the other who co-ordinates the Bank's Internal Control Framework (SOX type role over Financial Reporting). In addition there is one full time supporting assistant.
Key Responsibilities and Deliverables
· To assist the Director ORIS on operational risk issues.
· To update the operational risk framework as required.
· To develop operational risk management policies and procedures.
· To facilitate operational risk and control self assessments with departments.
· To review existing KRIs and identify and analyse relevant KRIs and other risk information.
· To maintain an operational risk management system primarily implemented for ORIS.
· To conduct training of new staff and refresh knowledge of existing staff.
· To record internal incidents, losses and near misses on an internal loss database.
· To introduce causal analysis on losses and events.
· To challenge and provide feedback on information provided by the business.
· To produce reports to an external loss database and interact as required with the administrators.
· To analyse outputs from operational risk reporting, identify and assess accumulation of key risks across the business.
· To refresh reporting including consolidated operational risk reports.
· To provide information to the Director ORIS and Operational Risk Committee including new risk related topics and strategic project initiatives.
· To develop scenarios to be run with senior management.
· Monitor external developments in the field of Operational Risk Management and assess the applicability of these developments to EBRD.
Essential Skills, Experience Qualifications
· Graduate, with more than 5 years post qualification experience.
· Masters degree or other relevant professional qualification.
· Familiarity with Basel II for operational risk.
· Exposure to and knowledge of Operational Risk issues, within a financial institution.
· Candidates will have demonstrable expertise in the supervision or management of operational risk.
· Candidates will have some experience or involvement in project implementations.
· Knowledge of Banking products and the workings of a Bank.
· Excellent writing skills and command of English
