Senior Program Manager Under the direct supervision of the President and General Manager of Cherokee General Corporation (Cherokee) and the Director of Operations for the Construction Group of the Doyon Government Group (DGG), the position of Senior Program Manager provides oversight and leadership in Cherokee General for several important current and future projects and programs. The Senior Program Manager will support the construction and construction management operations of Cherokee and will assist in implementing, along with Area Managers, the established DGG Strategic Plan for Cherokee. The position will provide leadership, management and daily direction to Project Managers in order to obtain predicted budget goals, schedule compliance and sustained growth of Cherokee’s construction services in the Federal Government Sector. The position is responsible for marketing and client development, technical quality, profitability, schedule, project staff coordination, client communications, scoping and negotiations, client follow-up, and other financial tasks. The Senior Program Manager must maintain superior relationships with each of his/her clients and will be responsible for combined sales/revenue managed in excess of $40 million per year.


Key Responsibilities:

1.     Monitor, manage and provide regular guidance to project management personnel involved in construction operations, as well as business development operations, related to construction activities of Cherokee.

2.     In all actions, ensure that the Vision, Mission and Values of DGG are incorporated into all current operations and selection of future opportunities.

3.     Manage all reviews of Cherokee construction operations to ensure the highest level of ethical business practices, corporate economic development and shareholder return.

4.     Supervise the day to day work of several project managers, and provide additional guidance to superintendents and project support staffs in support of Area Managers.

5.     Direct strict adherence to all policies, procedures, and performance standards for construction quality and safety within the boundaries of the company’s guidelines and plans.

6.     Provide leadership to all program managers to work collaboratively with teaming partners, sub-contractors and suppliers to generate successful construction methodologies and work execution systems that lead to budgeting outcomes.

7.     Manage all financial aspects of assigned projects to protect the Company’s interests, manage and mitigate risks and simultaneously maintain collaborative relationships with customers, teaming partners and subcontractors.

8.     Communicate with and foster collaborative working relationships with other DGG operating units and the DGG Service Center, aimed at assuring successful delivery of construction services to customers.

9.     Develop high level business partnerships, evidencing confidence, business acumen, negotiations skill, and interpersonal and communications skills required to represent DGG entities in critical business dealings, pursuits of opportunities, relationships, and negotiations with critical suppliers, business partners and customers.

10.   Working with Area Managers and the DGG Business Development personnel manage and direct the selection of new opportunities and the preparation of technical and pricing information to support the capture of future work.

11.   Assure the DGG Area Managers and Director of Operations that projects are staffed with the appropriate resources and skill sets to achieve project objectives within Company profit model.

12.   Demonstrate strong written and verbal communication skills, strong technical abilities, professional appearance and demeanor and seasoned management skills to successfully interact with a highly skilled, professional staff engaged in DGG market sectors outside of Construction Operations.

13.   Hire, train, develop, and appraise staff effectively. Take corrective action as necessary on a timely basis and in accordance with company policy.

14.   Work in a manner to ensure personal safety and that of fellow employees by implementing company health and safety guidelines, practices and policies.

15.   Works with DGG personnel across all entities to determine the composition of project team(s). Assigns tasks, schedules and budget to project managers (including any subcontractors). Coordinates project scheduling for assigned projects.

16.   Documents the performance of assigned projects through completion of Program Reviews. Communicates significant performance issues to Area Managers so that appropriate action may be taken.

17.   Assigns manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Anticipates and resolves various problems such as changes in scope, slippage of schedules, and budget overruns.

       Construction Document Comprehension – The ability to read and comprehend complex construction methodology and design development instructions, correspondence, memos, design drawings, construction execution documents, schedules, specifications, and all other documents normally used in the construction market sector.

       Financial Document Comprehension – The ability to read and understand financial reporting data, including Income Statements and Balance Sheets, Cash Flow projections, Work In Progress reports, Job Cost Reports, Bonding Reports, Construction Schedules and other similar financial reporting documents.

       Senior Management Reporting – The ability to prepare documents and other information for Senior Management reporting and the ability to effectively present information at that level.

       Oral Comprehension - The ability to listen to and understand information and ideas presented through spoken words and sentences.

Basic Qualifications:

       Bachelors degree in engineering, construction management, architecture or related discipline or significant experience that would qualify for similar levels of learning

       Minimum 10-plus years experience of proven experience in design-build, construction and construction management activities

       Minimum 8-plus years of working in Federal or Military Construction programs, including all roles and assignments normally found in construction operations and field execution

       Minimum of 8-plus years working in Task Order construction type contracts, including IDIQ, MATOC and MACC type contract awards.

       Minimum of 5-plus years working in Federal preference programs, including 8(a), Small Business and Hub-Zone related procurements.

       Minimum of 5-plus years of experience in a similar Senior Program or Project Management construction entity leadership role

       Experience personally managing and leading a team or group of managers engaged in nationwide construction activities.

       Candidate should be skilled in staff development, customer services and partnering, teaming, equitable adjustments, cost mitigation, scheduling and contract negotiations.

COMPUTER SKILLS

Proficient use of computers other related data and communication devices.  The ability to seamlessly use the entire suite of Microsoft Software tools, including MS Outlook, MS Excel, MS Word, MS PowerPoint, MS SharePoint and other MS programs generally in use.  The demonstrated use of internet based data sharing and collaboration systems for construction, opportunity pipeline and proposal activities.  The proven use, and familiarity with scheduling tools such as Primavera P6, MS Project and other construction scheduling tools.   The proven use, and the familiarity with construction estimating software tools and other related database systems.
