POSITION SUMMARY
The Project Controls Planner/Scheduler will be responsible for developing integrated capital construction project CPM schedules including engineering, construction, commissioning, validation, and Owner Activities for new construction and retrofit projects. Responsibilities include liaison with project management, project team members, vendors and contractors through managing and objectively reporting project schedule status. Additionally, he/she will review and analyze engineering and contractor schedules, schedule change orders, physical progress plus work with Owner Project Control Services to integrate the schedule with cost reporting, tracking and forecasting.
The Planner/Scheduler must have technical knowledge in construction and Owner schedule management. The individual must have an understanding of all phases of a project from engineering through startup. Strong skills in leadership, problem solving and ability to communicate effectively to management are required.
RESPONSIBILITES
Working closely with the team of Project Managers, develops project plan schedule for completion of all phases of assigned project (s) from initial planning, requisitioning, delivery and equipment start up. Ensuring project scope of work meets required time frame and budget man hours. Creates the project schedule with input from the Project Team, maintains the schedule with actual dates against Baseline activities, and regularly updates schedule activities with physical percent complete and remaining duration.
ESSENTIAL FUNCTIONS
· Develop, coordinate, update, integrate, manage and monitor engineering, materials, equipment fabrication and construction projects CPM schedule as well as the owner program schedule.
· Plan and establish man hour resourced loaded project schedules by Work Breakdown Structure 5th level codes with input from the Project Team. Create and maintain logic network of vertical and horizontal task dependencies.
· Creates and maintains baseline schedules in conjunction with working schedule. Perform Critical Path analysis and report variances.
· Coordinate the planning and expediting of vendors and subcontractors. Direct and coordinates expediting of material, components, systems, and necessary drawings from suppliers to conform with condition of purchase order to the vendor/subcontractor with BPI Expediting department.
· Confer with engineering, purchasing department and vendor/subcontractor schedules to assist in resolving difficulties and/or delays.
· Assist in tracking of Extras or corrective work. Create schedule activities to capture approved Request For Work Authorization (RFWA) scope. Identify changes to project baseline plan which constitutes a change order to project.
· Prepares, reviews, and issues reports from schedules in various formats ranging from simple bar charts to time scaled logic plots and audit progress against the plan. Prepare project analysis charts, job forecasts, labor forecasts, and project status.
· Chairs project team meetings to discuss project status and reestablish objectives to resolve schedule issues.
· Assures establishment of appropriate lead times with assistance from BPI Supply Management.
· Process Engineering requisitions for fabricated and manufactured materials and equipment and associated Drawing and Data Transmittal Schedule (DDTS) in the Document Control Automation Program (DCAP).
· Process purchase order receipt of materials in Costpoint financial application and approves vendor invoices.
· Develop and maintain Shippable Components List (SCL). Support field representatives and Customers with updates of shippable components list containing purchase order shipping dates and quantities for material and equipment procured by BPI.
· Prepare inputs for the Monthly Project Reviews for management
· Generates Earned Value reporting for Project Manager and Upper Management in conjunction with CPI/SPI reporting. Coordinates time collection actuals to Primavera project schedule.
· Provide timely variance analysis early warning to management on critical or near critical activities by Analyzing variances in schedule performance against the plan, and communicates the reasons for the issuance of variance and proposed mitigation plans to Project Management.
· Identify and monitor potential risks, lead and communicate effectively schedule risks
· Assists Proposal Department as required to build proposal schedules for bids.
POSITION QUALIFICATIONS
· Requires ability to develop complex plans to attain well defined goals, and a high degree of concentration to monitor progress and put in place resolution plans when productivity falls below target. Must be capable of communicating information accurately and timely between departments and to the Project Manager. Analyze engineering changes and rush orders to introduce new methods of product into production with minimal disruption to existing plans. Must be well organized. Ability to read and comprehend drawings, BOM’s, and technical specifications.
SKILLS ABILITIES
Education: Bachelors Degree in Engineering, Construction, Business discipline preferred or equivalent experience sufficiently applicable to the specified position function.
Certificates Licenses: Certificate of Primavera courses P102, P106, 601-603. PMI certification
Proficient in Primavera Project Planner (P6) and preferred experience with Microsoft application
