PURPOSE OF THE ROLE
The Senior Regulatory Compliance Manager is responsible for assisting the Head of Regulatory Risk, Hong Kong in providing regulatory risk oversight, advice and consultation with regard to Hong Kong regulatory rules and guidelines and is required to participate in some global initiatives as directed by the Head of Regulatory Risk, Asia.
The role also supports and provides assistance on advisory regulatory support, new products development and other bank-wide initiatives by working and coordinating with the Business and functional departments to ensure that all initiatives are appropriate, competitive and consistent with the Group’s risk appetite for Hong Kong.
To coordinate, advise and train the business on new or changing regulations and to offer consultancy support on other regulatory matters faced by the business.
Effectively manage the Surveillance in Asia and AML/KYC functions in Hong Kong. This would include the development and maintenance of risk base annual surveillance plan, surveillance framework (methodology, reporting documentation requirements), etc. This will also include acting as a regional liaison person to surveillance teams in Switzerland and London.
Assisting the Money Laundering Compliance Officer in implementing effective anti-money laundering measures in the Bank.
CORE RESPONSIBILITIES
- Ensuring the Bank’s adherence to all applicable financial services legislation and regulations, codes of best practice and RBS Group Policies.
- Ensures that new Hong Kong regulatory requirements are incorporated into the Bank’s procedures, to interpret and recommend appropriate control action to meet the RBS Group and local regulatory framework(s)
- Provide, review and assist in the timely input into the creation of new products and services
- Review the Bank’s policy and procedure to ensure compliance with local regulations and practices. Recommend changes when necessary to mitigate regulatory risk exposure
- Assist to provide effective people management and training and development opportunities to Regulatory Risk staff members to ensure retention and continuing professional development
- Design, implement and manage technical/system/process enhancements so as to achieve internal and external requirements.
- Evaluate and escalate to the senior management the impact of changing laws and regulations to the operations of the Bank.
- Assist in the management of relationships and liaise / contact with Hong Kong regulatory bodies in the absence of the Head of Regulatory Risk, Hong Kong
- Act as a regional liaison person to surveillance teams in Switzerland and London.
Education and Working experience requirements:
- Degree holder
- Legal or accountancy qualifications an advantage People Management:
- about 10 years of relevant working experience in financial institutions.
