This is a professional exempt position that requires an extensive background in the test and evaluation of military intelligence systems during both developmental and operational testing at Aberdeen Proving Ground, MD. Work is intellectual, varied in nature. This position supports the Army's Independent Evaluator for assigned systems to ensure that performance, schedule and cost goals are achieved. The employee will provide analytical, technical and programmatic support for systems being evaluated in all phases of design, development, and fielding. Delivered products will be to customer standards for accuracy and timeliness. This position requires the use of system analysis, application of engineering principles, and statistical analysis.

With minimal supervision, supports the AEC Independent Evaluator in developing evaluation strategies, plans and issues. Prepares and/or reviews draft documentation in support of the Test and Evaluation (TE) Process including: Early Strategy Reviews (ESR), Test and Evaluation Master Plans (TEMPs), System Evaluation Plans (SEPs), Event Design Plans (EDPs), Baseline Coordination Matrixes (BCMs), System Assessment Reports (SARs), System Evaluation Reports (SERs), and briefings in support of TE.

Will attend meetings to observe and make recommendations on TE issues, provide input to documents and coordinate test and evaluation planning. Prepares trip reports and other documentation as required. Assists in determining appropriate measures of effectiveness, suitability and survivability, and performance for systems to be evaluated, ensuring that critical issues and performance requirements (including reliability and maintainability) are addressed. Assists the Independent Evaluator in identifying instrumentation and data requirements, including database design when required.

Applies knowledge of Army signals intelligence, electronic warfare principles, technical assurance, information operations and logistics (including maintenance, supply, MANPRINT, etc.) to system analysis and testing.

Travels as required to attend meetings, observe testing, participate in test events (DAG, Scoring Conferences, etc.) and to witness demonstrations (operational demonstrations, logistics demonstrations, maintenance demonstrations) and other events as required by the particular system.

Maintains records of all actions, including all information provided to the Government. Prepares monthly reports on activities and planned events in format required by the contract.

Supervisory Responsibilities: This position does not have any supervisory responsibilities.

Establish complex operational databases, software configuration control and system interfaces for computer system(s) assigned. Maintain file servers, network access, document, analyze, and troubleshoot system anomalies to ensure optimum equipment performance. May supervise less experienced systems personnel. Prepare system for operational use and oversee operational tests.

Qualifications: Experience with military intelligence and/or electronic warfare operations, preferably in signal intelligence, technical assurance, information operations, human intelligence, or similar disciplines. Experience with test and evaluation of intelligence systems.

Education and/or Experience: Senior level Analyst - Four year degree required with ten years of experience with Army operations, acquisition and/or test and evaluation. Fifteen years of appropriate experience may be substituted for the degree. Prefer a degree be in a technical (e.g., engineering, science) field. Mid-Level Analyst - Four year degree with 3 years experience. Eight years experience must be substituted for the degree. Threat Specialist: Senior Level: Ten years experience in Military Intelligence to include development, analysis andor application of threat as applied to user testing. Mid Level Threat Specialist - Five years experience.

OTHER JOB-RELATED SKILLS: Must possess strong computer skills with demonstrated proficiency in standard business software packages which include database software, spreadsheet software, word processing software (e.g., Microsoft Office), and Internet software.

Security Requirements: Must be able to obtain and/or maintain TS/SCI clearance

Must agree to be subject to Polygraph examination.
