Job Description Our customer is moving from products to information services. This will ensure discovery, access, retrieval, use, and adding value to geospatial content to support operational missions. A new architecture and business model is oriented toward portal services, network-centric reusable services, and web-based collaboration. You will be assisting our customer in accomplishing its mission and vision. Position: Provide technical systems engineering and program management expertise to design, develop, integrate and deploy a risk analysis framework. Research and analyze critical internal electronic and hardcopy personnel security data holdings to determine data usability and data mining capabilities to design an integrated platform.Provide in-depth capabilities review of the existing government-furnished equipment (GFE) procured predictive analytical commercial off-the-shelf (COTS) software; Statistical Package for the Social Services (SPSS) and its associated tools/modules, and the capabilities of other available predictive analytical software tools.Analyze host hardware and network connectivity requirements and capabilities.Research similar IC implementations to apply lessons learned in the requirements planning and development of the system.Provide detailed data requirements as follows: develop a common data model to allow numerous data sets to be easily added, updated, or deleted from the risk analysis framework; define classification rules to ensure proper data classification and storage, as well as system accessibility, based on government authorized user credentials; assess and define adequate user authentication processes and schemas to provide government authorized users required data accessibility and system privileges in accordance with specified job functions; and, develop rule sets to ensure data sharing conformity in accordance with government required privacy act requirements.Provide trade-off analysis: provide detailed implementation alternatives for review and analysis; develop executive-level program implementation alternatives briefing packages and white papers, as required; and, each alternative will include cost, schedule, resource, and risk considerations. Develop a system design document (SDD): provide a comprehensive SDD that specifies hardware, software, and network requirements to implement a new Risk Analysis Framework system capability in accordance with the government approved alternative. The SDD will include: overall software requirements considering GFE-procured software (SPSS) applications; additional COTS software packages, and other third party applications; include recommended tailoring considerations for existing or new COTS software packages; identify software ownership, licensing renewal, and maintenance requirements; system network and data interconnect specifications; and, provide recommended solution for a standalone vs. integrated network system design based on security considerations, maximum user requirements, and system performance metrics. Hardware specifications to include power, cooling, and maintenance considerations.Perform system implementation: as directed, implement the selected alternative in accordance with the requirements defined within the government approved SDD; develop an associated life cycle program plan and detailed milestone schedule; and, identify additional resource requirements, if required, to fully execute the selected alternative. Develop a metadata system management plan: establish a metadata system management plan as the foundation to data warehousing and system integration.
