JOB DESCRIPTION:

Supports Category Managers by mining expense data and analyzes contracting and utilization opportunities and presents results. Prepares bid and contract documents. Analyzes vendor proposals. Under the guidance of Category Managers, participates in negotiation for contracts in assigned area. Maintains all contract files and documentation for contracts in assigned areas. Monitors vendor performance via price audits. Evaluates GPO contracts for incorporation into SCLHS contract portfolio. Contracting: Prepares RFP and contract documents. Analyzes vendor proposals and prepares summary for review by selection teams and Category Managers. Incorporates appropriate terms and conditions into final contract documentation, ensuring adherence and compliance to all contractual, financial, Iocal and regulatory specifications or requirements. Interfaces with GPO staff to evaluate GPO offerings. Analyzes their value and recommends which to use. Administers all contacts related to clinical commodity agreements. Maintains current contract database to ensure the monitoring of expiration dates, payment schedules, and standardization opportunities. Establishes and maintains a filing system of agreements, contracts, bid specifications and related documents. Accurately maintains and updates information in the Item and Contract files. Resolves contract price discrepancies that procurement staff cannot resolve them. Analyzes potential suppliers. Audits and monitors current vendor performance as well as the contract or programs overall effectiveness. Performs necessary audits and reviews of purchasing contracts to ensure effectiveness and pricing integrity. Works to achieve contract standardization and consolidation throughout facilities serviced. Expense Management Projects: Supports Category Managers and value analysis teams through research and summarization of cost savings initiatives. Reviews purchase history and patterns to identify opportunities for expense reduction via contract activities or product conversions. Serves as a resource in investigating products and services, assisting in budgeting, suggesting changes in product utilization and identifying standardization opportunities. Documents financial results of cost-reduction efforts. Vendor Management: Conducts periodic reviews with vendors as assigned. Enforces SCLHS's vendor management program and promotes fair and unbiased treatment of and relationships with vendors. Content Management: Contributes information to Data Analysts to improve or manage content management in MMIS database.

MINIMUM QUALIFICATIONS:

BS/BA degree in Business Administration or related field

Advanced analytic skills and high-level of competency with spreadsheet programs.

Strong communication skills.

PREFERRED QUALIFICATIONS:

Competency with Microsoft Access.

Experience in contract formation, negotiation and interpretation.

3-5 years in healthcare Materiel Management or equivalent experience in a purchasing capacity.
