JOB SUMMARY: The Senior Subcontract Administrator will provide daily administration and oversight of moderately complex to very complex subcontracts. This position is responsible for providing and ensuring the effectivity of innovative solutions to challenging problems involving unusual complexity. The Senior Subcontract Administrator will assist with and plan projects involving development of new approaches and methods. The Senior Subcontract Administrator is also responsible for preparing cost/price analysis, ensuring TINA (Truth in Negotiations Act) compliance, assisting with internal and external audits, to include CPSR and pre and post award audits. This position may be assisting with the negotiation of subcontract activities and will be responsible for ensuring and administering moderately to very complex subcontracts, evaluating terms/conditions to assure compliance to the prime contract and other regulatory policy, developing and recommending policy on contract issues and participating in Management review of contracts/subcontracts. ESSENTIAL DUTIES AND RESPONSIBILITIES: Plans, drafts, negotiates and administers contracts/subcontracts and modifications thereto. Analyzes significant and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, company policies and business unit procedures. Represents the organization as the prime contact on assigned projects and interacts with internal and external personnel on significant matters often requiring coordination across organizational lines. Provides authoritative guidance to internal business teams and contract subordinates relating to contract activity, and drafts position papers or correspondence. Interfaces with customer or subcontractor, and vendor or supplier. Distributes contract documents and correspondence to appropriate company personnel.Administer relatively small contracts/subcontracts and assist in the administration of major contracts/subcontracts Negotiate smaller contracts/subcontracts and associated change orders/modifications Monitor contract/subcontract requirements to ensure HNFS compliance with contractual obligations Research contract interpretations and draft conclusions Maintain accurate accounting of contract/subcontract value Perform initial review of contract terms and conditions. Qualifications REQUIREMENTS: Education: Bachelor's degree. Experience: Requires six years minimum of proven and progressive experience in major DoD based/US Government subcontract administration. TRICARE experience desirable, but not required. Knowledge, Skills Abilities: Knowledge of the Federal Acquisition Regulation. Basic knowledge of financial applications. Excellent oral and written communication skills. Ability to mentor less experienced contract professionals. Demonstrated PC skills, including knowledge of Microsoft applications.
