Sr. Contract Manager Job in Arlington, Virginia US
Reporting to Director of Finance, this position is responsible for development, negotiation/review, compliance assurance, and records management for various contractual agreements from start to closeout. Support all contract matters for projects serving as the liaison to contracting officials in both client and partner organizations, and on compliance related support to projects and country programs. Also responsible for monitoring proposed changes in compliance requirements by the USG, and coordinate comments within the company when the issue is likely to directly impact the company’s operations.
Key Responsibilities
- Conduct client, subcontractor and grantee negotiations, including terms and conditions analysis and negotiation, typically on mid-size to large projects.
- Draft and review contractual documents and negotiation memoranda.
- Draft and manage correspondence for prime contracts, task orders, subcontracts, subcontract modifications, grants, etc.
- Contribute to proposal process from proposal through pre-award and post-award stages
- Review RFPs to identify non-routine or problematic requirements.
- Prepare RFPs and Teaming Agreements for subcontracts and performs necessary due diligence to ensure cost/price reasonableness and compliance with applicable USG regulations.
- Prepare budget adjustments to existing contracts, including extensions, and add-ons.
- Research non-routine contracts issues and make recommendations for problem resolution.
- Incorporate findings into practice and/or written work products as appropriate.
- Responsible for preparation and negotiating Independent Consultant Agreements, Subcontracts, Contract Modifications and Task Order modifications.
- Monitor compliance with contract terms and conditions.
- Monitor obligated amounts and funding within contract.
- Manage contract/grant close-out activities.
- Provide training and guidance to junior and project staff in contract management.
- Liaison with internal departments and external clients.
- May travel to project to conduct startup/close-out.
